SALARY RANGE: $119,000.00 - $161,000.00
DISTINGUISHING FEATURES OF THE CLASS: The work involves providing administrative and technical data support for the Quality and Patient Safety Department at the Erie County Medical Center Corporation (ECMCC). The incumbent oversees performance improvement and maintains a variety of databases related to Accreditation, Regulatory Compliance, Quality and Patient Safety and responds to requests for various services, reports and policies. Work is performed under the direct supervision of the Quality Officer. Supervision may be exercised over RN Data Reviewers and Quality Outcome Coordinators lower-level clerical staff. Performs related work as required.
TYPICAL WORK ACTIVITIES:
Oversees databases and staff input related to Accreditation, Regulatory Compliance and Quality and Patient Safety within ECMCC;
Reviews pertinent facility data to identify the needs for monitoring outcomes and determine opportunities for performance improvement that enhance the quality of care and patient safety;
Prepares and disseminates meeting communications, agenda and reports;
Oversees concurrent performance improvement data collection for the hospital quality measures consistent with regulatory and contractual obligations;
Supervises the data entry into various electronic software applications for reporting of regulatory and patient safety surveillance information as required by entities such as the New York State Department of Health (NYSDOH), New York State Justice Center and New York State Office of Mental Health;
Assists with the organization of data for plan of corrections and audits, data reports and analysis;
Oversees mandatory reporting and ensures its compliance as required by NYSDOH;
Ensures reviews of outcomes to identify potential safety risks;
Develops and implements a communication system to enhance patient safety and promote opportunities for process outcome initiatives;
Responds to compliance problems by identifying and implementing appropriate corrective action;
Assists in developing methodologies for surveillance and appropriate data collection
Oversees Leapfrog, Center for Medicare and Medicaid Services (CMS), NYSDOH, National Database of Nursing Quality Indicators (NDNQI) data submission;
Leads outside performance improvement activities to improve external safety grades; Provides various reports to clinical and administrative staff as required.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of quality outcomes as it relates to hospital accreditation, standards, regulatory compliance, quality and patient safety; working knowledge of the patient safety function at ECMCC; excellent organizational skills; thorough knowledge of Microsoft Office applications including Word, Excel, PowerPoint and Access; good knowledge of Internet use ability to compile and maintain records; ability to prepare reports; ability to read, interpret and explain rules, regulations, policies and procedures; ability to plan and organize work; ability to meet time deadlines; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; confidentiality; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
Possession of a Master's Degree* in healthcare administration or closely related health field and five (5) years of experience as a Professional Registered Nurse, of which two (2) years include preparing and presenting data for regulatory agency accreditation submissions, including but not limited to: Joint Commission, CMS, Leapfrog, NYSDOH and NDNQI.
SPECIAL REQUIREMENTS:
Possession of a license and current registration to practice as a Registered Professional Nurse in New York State as issued by the New York State Education Department at the time of appointment and maintenance throughout duration of appointment.
