JOB DESCRIPTION
The Community Services Director is responsible for the supervision of Community Services Block Grant (CSBG) staff.
KEY RESPONSIBILITIES
- Be an advocate for the Mission and Vision set forth by CAPNCM.
- Responsible for achieving or exceeding the overall goals of all Community Services programs.
- Assist in developing and implementing the Agency planning process, including work plans and budgets, and preparing applications for submission to funding sources. Coordinate with the Community Services staff to plan, develop, implement, and measure projects. Develop and update, as necessary, the project organization structure, including job descriptions, lines of authority, and accountability.
- Assist in developing and monitoring budgets for all project funds and ensure expenditures are within budget allocations.
- Ensure adequate program and participant records are maintained and required reports (including CAPNCM and funding sources) are submitted as required.
- Responsible for implementing Agency policies (including personnel, fiscal, planning, etc.) within the project and for complying with funding source requirements.
- Stay informed about project related legislative and technical developments. Keep senior management and project staff informed of developments.
- Assist in planning, directing, and participating in a public information program to ensure the area is aware of the purpose and goals of the program.
- Assist in selection, orientation, training, and evaluation of work of subordinates. Assign, schedule, and review their activities.
- Work with the Community Services staff to empower clients through the integration of CAPNCM’s services.
- Establish and maintain effective working relationships between program staff and other CAPNCM personnel, governmental entities, relevant community agencies, public officials, and funding sources.
- Advise Executive Director on project planning and policy matters.
- Responsible for ongoing monitoring, measuring, and evaluation of program effectiveness, including goal achievement and program impact.
- Active involvement in at least one (1) civic, educational, or service group is preferred.
- Keep work area clean and neat in appearance.
- Participate in training activities as deemed necessary by supervisor.
- Perform additional duties as assigned by supervisor.
QUALIFICATIONS
- Bachelor's Degree in Planning, Business Administration, Finance or Management or related field from a four (4) year college or university is preferred; Associate’s Degree required or four (4) years related experience and/or training or equivalent combination of education and experience.
PREFERRED SKILLS AND EXPERIENCE
- Knowledge of CAPNCM’s purpose, goals, mission/vision, policies and procedures, and resources.
- Knowledge of basic management theory, practices, and methods, with at least two (2) years of experience in their application.
- Knowledge of program area obtained through at least three (3) years of experience.
- Knowledge of all Agency, community and social service, and health program eligibility and selection requirements, as well as, the rights and responsibilities of individuals in applying for and receiving available services.
- Ability to prepare funding proposals and budgets.
- Ability to train & develop Community Services staff and guide them to work as a team.
- Ability to effectively coordinate projects with other Agency programs.
- Ability to speak effectively in public.
· Ability to handle sensitive participant information in a confidential, professional manner.
- Possess a valid, current Missouri driver's license and provide proof of insurance.
