Established in 1974 under the direction of the Environmental Protection Agency, WETRC is a non-profit, self-supported training organization based on the Green River College Campus. WETRC specializes in providing high-quality training and continuing education for water and wastewater professionals, as well as backflow assembly testers. Our programs enable these professionals to maintain and enhance their certification levels in compliance with the State of Washington’s requirements.
Position Summary:
Reporting directly to the Director of WETRC, the Program Specialist plays a critical role in coordinating and managing a variety of training programs and initiatives. This position involves the planning, execution, and evaluation of training services to ensure they meet industry standards and workforce needs. The Program Specialist will collaborate closely with instructors, industry stakeholders, and regulatory agencies to develop and deliver effective training solutions. Responsibilities also include overseeing marketing efforts, event coordination, compliance assurance, and supporting student career development, all aimed at strengthening WETRC’s mission of advancing environmental training excellence.

- Training Program Development, Design and Implementation:
- Continuously research emerging trends and innovations in the water industry to identify new course ideas and ensure curriculum relevance.
- Conduct thorough analyses to identify current and future training needs across the industry.
- Collaborate with the WETRC director and key stakeholders, including regulatory bodies, industry leaders, and educational partners, to understand workforce performance gaps and industry requirements.
- Ensure that all training programs adhere to relevant regulations, certification requirements, legal mandates, and industry best practices.
- Regularly review and update program content to maintain compliance and quality.
- Work under the guidance of the WETRC director to develop comprehensive training programs that address identified industry needs.
- Create engaging course content and select appropriate delivery methods, such as e-learning modules, in-person workshops, hybrid models, and on-the-job training.
- Develop program curricula, training manuals, and supporting materials to ensure consistency and quality.
- Assist in the planning and coordination of the annual Water Operator Workshop (WOW) conference, including program development, speaker engagement, and logistics.
- Project and Resource Management:
- Collaborate with internal and external staff to manage training projects, including scheduling, facilities and equipment usage, and procurement of necessary materials.
- Assist with instructor onboarding by coordinating training sessions and providing ongoing support to maintain instructional quality.
- Instructional Responsibilities:
- Teach water and wastewater courses both online and in-person, as needed, to support program continuity and address staffing needs.
- Provide career advice and guidance to students on program options, helping them navigate their career paths in the water and wastewater industries.
- Integrate the latest learning technologies and platforms to deliver dynamic, engaging, and effective training experiences.
- Leverage digital tools to enhance both online and in-person learning environments.
- Representation and Advocacy:
- Represent WETRC at state meetings, industry conferences, and other relevant events to advocate for WETRC’s mission and strengthen partnerships.
- Partner with site coordinators and instructors to promote WETRC certificate programs and courses to working professionals and businesses across Washington State.
- Other Responsibilities:
- Perform additional duties as assigned by the WETRC director to support departmental goals and initiatives.
- AA degree in Water/Wastewater, Environmental Science, or related field
- Washington state Water and/or Wastewater Operator Certification
- 3 years work experience in the Water/Wastewater field
- Strong organizational, communication, and interpersonal skills; proficiency in Microsoft Office Suite and ability to learn required software systems.
Preferred Qualifications:
- 2 years experience in education, teaching, and/or relevant program development
- 5 years work experience in the Water/Wastewater field
- Proven track record of independently initiating programs from conception to implementation
- Must be able to sit for long periods at a desk/computer workstation.
- Frequent repetitive arm, hand, and finger motions.
- Frequent use of computer and exposure to terminal screen in performing work assignments.
- Work in an office setting with frequent interruptions.
- May need to carry, lift or move equipment/supplies up to 50 lbs.
- Work schedule: Monday through Friday.
