Description
The second level of a three level series. The Director 2 classification serves as the chief operating position for medium to large and departments. It is distinguished from the other levels based on the size of the department and complexity of the operation.
CLASSIFICATION STATUS :
This position is unclassified under ORC 124.11(A) (3b). An unclassified employee is not included in the classified service, is exempt from all required examinations and serves at the pleasure of the appointing authority.
Normal Working Hours : Monday - Friday; 7 : 30am - 4 : 30pm. Alternative work schedules may be offered.

Duties / Responsibilities
Enforces laws, codes & regulations governing the construction of buildings & structures; responds to & resolves problems related to departmental operations and services; performs review, approval and inspection of floodplain development in Greene County; plans daily work schedule & expedites work flow of subordinate personnel; delegates responsibilities; investigates disagreements, disputes or complaints that develop between contractors, architects, engineers, property owners, inspectors or general public; represents Department in court; testifies regarding building-related issues, as requested.
Supervises subordinate personnel; formulates and sets organizational structure and staffing patterns; interviews perspective employees, recommends hiring, removal & disciplinary action; assures staff are properly trained; approves leave requests; evaluates, personally or through subordinate managerial personnel, all personnel involved with the implementation of Department goals & objectives; evaluates managerial personnel to determine efficiency of overall operations; provides leadership & direction for short and long range projects.
Researches, compiles, surveys & analyzes data, information, materials & programs for decision-making purposes, formulating recommendations and providing technical information & advice; plans, organizes, develops, implements, controls, budgets, promotes, reviews and evaluates all Building Regulation goals & objectives to ensure
compliance with county, state & federal guidelines, Ohio building codes, regulations, and Greene County Flood Damage Reduction Resolution.
Prepares & monitors Building Regulations budget, defining present & future needs; obtains bids from vendors and ensures that proposed purchases meet budgetary constraints; monitors inventory control.
Assists Inspectors with inspection duties during periods of absences & heavy workload.
Perform miscellaneous duties as needed to ensure the effective and efficient operations of the Greene County Building Regulations and, County Government.
Minimum Qualifications
REQUIRED CERTIFICATIONS TO BE CONSIDERED FOR THIS POSITION :
- Current Ohio Department of Commerce, Board of Building Standards : Building Official certification;
- Residential Building Official Certification;
- Ohio Manufactured Home (OMH) Inspector Certification;
Class III Building Inspector Certification.
MINIMUM QUALIFICATIONS :
Completion of undergraduate core program in business or public administration or closely related area; 10 yrs. experience in business or public administration; 5 yrs. progressively responsible managerial experience, including 24 mos. of senior managerial responsibilities related to the assigned area / programs; valid Ohio Driver's License.

UNUSUAL WORKING CONDITIONS :
Predictable and regular attendance is required.
Incumbents may be subjected to travel and inclement weather.
Stooping, crouching, reaching, repetitive motion. Exert up to 10 lbs. of force occasionally to lift, carry, push, pull, or otherwise move objects.

The County pays 80% of the health care premium and 39% of the dental premium. All full-time employees are eligible for $50,000 group life insurance paid 100% by the County.
NOTE : Employees who are non-permanent, seasonal, intermittent, part-time scheduled for less than 60 hours per pay period, and external interim, are not benefit eligible.
