General Description

The purpose of this class within the organization is under limited supervision to collect current and delinquent tax payments with accuracy and efficiency. Responsible for balancing monies received and providing efficient, courteous service to taxpayers. Aids taxpayers as needed. Assist with direct charge of front-line clerks, answering questions, assisting and delegating work as needed.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

Essential Functions:

Receives and receipts monies collected for current, delinquent and automobiles taxes utilizing an AS400 computer system. Follows appropriate procedures for balancing, posting and depositing County Funds and maintaining documentation all monies deposited; etc.

Receives and receipts monies for in-person payments of various invoices produced by the Treasurer’s Office utilizing Tyler Cashiering software. These payments include hangar rent, retiree insurance, lake encroachment fees, etc.

Performs computer data entry to record and retrieve information, maintain files and prepare reports and correspondence.

Performs a variety of clerical duties, including maintaining accurate and up-to-date records; typing, copying and filing correspondence and other documents; faxing information; answering the telephone; processing mail; maintaining office supplies, etc.

Interacts and communicates with various groups and individuals such as the immediate supervisor, co-workers, and other County department heads and employees, customers, attorneys, real estate companies, auditors and the general public.

Oversee front line clerks by answering questions, assisting and delegating work as needed. Provide comments, feedback, and tips to improve work which is shared with the supervisory team.

Additional Duties:

Assists and stands ready to fill in for the Deputy Tax Collector during routine absences.

Assists in various responsibilities related to the delinquent tax sale such as signing up bidders and collecting redemption payments.

Perform various other clerical/bookkeeping duties to maintain effective tax office operations, including but not limited to balancing monthly collections, processing refunds, preparing written voucher refunds, handling returned checks, processing auto tax notices, acting on delinquent payments, accepting monies for tax payment dishonored checks and record return check fees, etc.

Research payments include but not limited to current and delinquent real estate, boats, motors, business personal taxes, and manufacturing.

Process daily mail received by tax office. It includes but not limited to processing tax payments, responding to correspondence and preparing receipts to be mailed back to taxpayer.

Process entries for refund requests because of new legal residence, homestead exemptions and abatements given to tax office by the Auditor’s office.

Research and process as requested by Freedom of Information Act.

Help with suspension entry processing for non-payment of 120 days’ notice automobile taxes. Utilize SCDMV for suspension of SCDL and Vehicle Vin. Also maintain files, update when paid.

Performs related work as assigned.

Performs semi-routine work, following procedures, with occasional problems; requires normal attention for accurate results.

Impact of Errors:

Impact of errors refers to consequences such as damage to equipment and property, loss of data, exposure of the organization to legal liability, and injury or death for individuals.

The impact of errors is moderately serious – affects work unit and may affect other units or citizens or loss of life could occur but probability is low.

Physical Demands:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to ten pounds of force on a regular and recurring basis or sustained keyboard operations.

Equipment Usage:

Equipment usage involves responsibility for materials, machines, tools, equipment, work aids, and products.

Handles or uses machines, tools, equipment or work aids involving moderate latitude for judgment regarding attainment of a standard or in selecting appropriate items.

Unavoidable Hazards:

Unavoidable hazards refer to job conditions that may lead to injury or health hazards even though precautions have been taken.

Safety of others refers to the level of responsibility for the safety of others, either inherent in the job or to ensure the safety of the general public.

Requires some responsibility for safety and health of others and/or for occasional enforcement of the standards of public safety or health.

Minimum Education and Experience Requirements:

Requires an Associate’s Degree with a preferred emphasis in accounting, supplemented by two years of experience in bookkeeping, accounting or cash collection or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
