Grey Street Consulting, LLC (Grey Street), a leading small business provider of Human Resources (HR) operational support services to Federal civilian and defense agencies, is seeking to hire a Human Resource Specialist (Employee Benefits) to support our clients within the U.S. Department of Transportation (DOT).
DOT is located in SW Washington, DC, and is currently being performed in a hybrid capacity. Candidates need to be agreeable to the possibility of the government returning staff on-site, potentially multiple days per pay period in the future.
Essential Duties and Responsibilities
- Serves as a consultant to program managers advising on difficult complex human resources issues, such as employee relations related to benefits. Keep abreast of changes in legislation and OPM policies, and develops implementing guidelines and directives for FTA Headquarters and field offices.
- Serves as the Agency’s authority for determining the benefits of and implications for employees and their families in the event of extraordinary situations such as furloughs, cessation of operations, emergencies, death, or other complex human resource areas. Takes the lead on preparing seminars, training, new employee orientations, and individual conferences to ensure that all customers are thoroughly familiar with the requirements of all relevant employee benefits programs.
- Interprets and applies a full range of employee services laws, regulations, policies, procedures, theories, methods and techniques. Provides accurate advice to employees relative to their participation in the CSRS, FERS, TSP, FEGLI, Workers Compensation Program, Voluntary Leave Program, and Social Security Program. Details advantages and disadvantages, differential costs, varying entitlement conditions, and the differing benefits applicable to a variety of circumstances, options, or choices.
- Administers the Federal Employees Group Life Insurance (FEGLI) and Federal Employees Health Benefits (FEHB) programs. Resolve complex insurance problems and issues that require substantial knowledge of Federal insurance laws, regulations, and procedures.
- Processes all benefits and retirement actions in FPPS, scan benefits in e-OPF, to include FEGLI, FEHB, TSB, and beneficiary forms.
- Possesses knowledge of forms required and processes for Workers Compensation, death claims, retirement, TSP, beneficiary forms, etc.
- Counsels family members, beneficiaries, and employees in the death benefits area, i.e., survivor annuity; payment of life insurance; and continuation of health benefits, thrift savings plan information, and payment of final salary and annual leave balances; and accurately processes the required forms to ensure timely payments to beneficiaries
- Capability of learning additional software that may be required for the position.
Job Requirements and Experience
- The experienced Human Resources professional must have a minimum of five (5) years of relevant experience and will apply the principles and practices of human resource management in the areas of employee benefits, retirement, voluntary leave transfer program, workers’ compensation, death claims, and work life.
- Ability to apply and interpret Federal HR laws, policies, and agency specific operating procedures.
- Attention to detail, data quality and data integrity.
- Must be proficient in the use of Microsoft Office Suite (Word, Excel, and PowerPoint).
- Bachelor’s Degree preferred.
- Must be able to obtain and maintain the government required security check.

- Work in a primarily sedentary position.
- Perform some bending, light lifting, and carrying of equipment may be required.
- Any additional office equipment that is required by the position.
