Business Process Consultant (Advanced)

Job Overview:
Greyhawk Technology, LLC is seeking an experienced Business Process Consultant to support the Florida Department of Agriculture and Consumer Services (FDACS) and the Office of Agriculture Technology Services (OATS), Project and Portfolio Management Office (PPMO). The consultant will assist in planning, designing, developing, and implementing IT projects, ensuring alignment with business objectives and technology solutions.
The ideal candidate will have strong analytical skills, experience in process improvement, and expertise in business process modeling and reengineering (BPR). This role requires effective communication with stakeholders, facilitation of meetings, and documentation of business and IT requirements.
Key Responsibilities:
Business Process Documentation & Analysis
- Develop current (AS-IS) and future (TO-BE) business process models and customer journey maps.
- Conduct process-focused and solution-focused gap analyses to identify inefficiencies and recommend improvements.
- Define IT solution requirements, data dictionaries, data flow diagrams, and entity relationship diagrams (ERDs).
- Lead business process reengineering (BPR) initiatives and create remediation implementation plans.
- Develop and document cost-benefit analyses, user stories, acceptance criteria, and test cases to support system development.
Compliance & Project Support
- Ensure compliance with Information Systems Development Methodology (ISDM) and OATS administrative policies.
- Prepare ISDM or SDF documentation to validate project compliance.
- Provide guidance to project teams regarding ISDM, Agile, and structured frameworks for technology solutions.
Stakeholder Communication & Meeting Facilitation
- Communicate and coordinate with project teams, stakeholders, and leadership to ensure successful project execution.
- Facilitate meetings, including agenda preparation, documentation, and follow-up on key decisions and action items.
- Collaborate with technical and business stakeholders to ensure alignment of IT solutions with business objectives.
- Review and validate documentation for completeness before submission to stakeholders.
Reporting & Performance Evaluation
- Submit weekly status reports and project updates to FDACS leadership.
- Maintain documentation to support project progress, compliance, and knowledge transfer.
- Track and report on key performance indicators (KPIs) to measure the impact of business process improvements.
Minimum Qualifications:
- 10 years of experience in IT business/industry roles.
- 7 years of experience performing business analysis for IT projects.
- Proficiency in Microsoft Visio for process modeling.
- Experience working within Agile and DevOps environments.
- Strong ability to translate business needs into use cases, user stories, and acceptance criteria.
- Experience developing test cases and ensuring compliance with project management standards.
- Strong written and verbal communication skills with technical and non-technical stakeholders.
Preferred Qualifications:
- Experience leading Joint Application Development (JAD) sessions with business and IT stakeholders.
- Strong technical writing and documentation skills.
- Experience conducting cost-benefit analyses and business process reengineering.
- Familiarity with Microsoft Dynamics 365.
- Local candidates preferred.
Security & Compliance Requirements:
- Must undergo a Level 2 Background Check, including fingerprinting and state/federal criminal record verification.
- Must complete CJIS Security Awareness Training and Certification.
- Must sign and comply with confidentiality and data use agreements.
- Must successfully pass the Department’s ethics and security awareness online training.
Work Environment & Additional Information:
- The position is based in Tallahassee, FL, with potential for hybrid work arrangements.
- The Department will provide necessary equipment, office space, and access to required IT environments.
- Some travel within Florida may be required for meetings with agency partners (covered by the Department).
The consultant will invoice in one-hour increments and submit documentation supporting completed work.
Salary : $110,000 - $124,000
