Position Requirements: Active Project Management Professional (PMP) certification from
the Project Management Institute (PMI) during the life of this
contract and 10 years of experience.
Clearance: Top Secret
Start Date: Anticipated Start Date is February 1, 2025

Summary of the Performance Work Statement:
1. Department of State's Goals for the Project
? Maintain internal and external websites and web applications for CA/CST, ensuring they
provide relevant, accurate information and are accessible worldwide.
? Support modernization initiatives for the CA/CST operational environment.
? Align website and application services with CA/CST's enterprise architecture to enhance
user experience, accessibility, and functionality.
2. Desired Technology Stack
? Cloud Services: Support and maintain both internal (DOS-facing) and external
(public-facing) applications on the cloud.
? SAFe Agile Framework: Utilize Agile methodologies, particularly SAFe Agile, for project
management and development.
? Modern Tools: Leverage tools and standards in data management, application
development, security, and automated testing.
? API and CI/CD: Integrate APIs and CI/CD processes for efficient deployment and
management.
? Containerization: Implement containers to support deployment and maintenance.
? AI and Chatbot Services: Incorporate AI to improve website interactions and customer
support.
3. Scope of Work for the Contractor
? Website Management: Analyze, design, enhance, and support CA/CST s websites and
web applications, ensuring adherence to DOS standards and guidelines.
? Tier III & IV Support: Provide advanced technical support for internal and external
websites.
? Modernization Efforts: Identify emerging technologies and support modernization
initiatives to enhance user experience and security.
? Program Management: Develop and implement a comprehensive program
management plan, including resource, cost, and quality management.
? Security and Compliance: Comply with security policies, including FedRAMP and NIST
standards, and support information assurance and remediation.
? Training and Knowledge Transfer: Support the development of training materials and
conduct "train the trainer" sessions.
? Disaster Recovery: Contribute to continuity planning, disaster recovery, and
contingency plans for WSS systems.
4. Key Personnel and Qualifications
? Program Manager: Required PMP certification with at least 10 years of experience.
? Security Personnel: Preferred certifications include CAP, CISSP, Security , GSEC, and
CRISC, among others.
? Other Key Roles: Personnel with experience in Agile project management, software
development, and website operations, ensuring relevant skills in cloud services, API
integration, and quality assurance.
? Required Skills: Personnel must have a background in IT service management, change
management, and compliance with standards like ISO 20000 and ITIL.
5. Clearance Requirements
? Facility Clearance: Contractor facilities must have a TOP SECRET security clearance.
? Personnel Security: All personnel working on the contract must hold a minimum
SECRET clearance, with some requiring TOP SECRET clearance, depending on access
needs.
? Onboarding Process: Contractor personnel will only be onboarded after obtaining
necessary security clearances and written COR approva
Salary Range: $121,000.00 -$128,000.00

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
