C4ISR Acquisition Analyst

Location: Alexandria, VA - Mark Center

Job Description

  • Bring in-depth expertise to support a senior defense client in the strategy development, implementation planning, and acquisition, transition, and resource-related modernization and integration assessments for Command, Control, Communications, and Computer (C4) and Intelligence, Surveillance, and Reconnaissance (ISR) user segments, mission management, or ground infrastructure capabilities. Provide expert technical, acquisition, and program support for interoperability and cooperative development for tactical data links (TDL), common data link (CDL), satellite communications (SATCOM), or ISR data transport capability sets.
  • Lead and innovate decision analysis for addressing complex DoD acquisition and investment problems, providing recommendations, executing plans to optimize portfolio investments, and reducing enterprise risk.
  • Evaluate existing C4ISR capabilities to identify operational deficiencies and network performance improvements.
  • Engage in variety of internal and external technical working groups and governance bodies.

Qualifications

  • 7 years relevant experience consisting of the following:
  • 4 years progressive responsibility for acquisition and program management of C4ISR capabilities in a DoD Program Office, Program Executive Officer’s office, or DoD Acquisition Command
  • Experience with operational planning, force development, and deployment for C4ISR mission sets
  • Experience as a self-starter, effectively executing the action and staff officer role on OSD, Joint Staff, or Service/Agency-level headquarter staff including developing strategies, decision briefs, and information papers and analyzing policy documents for the DoD
  • Demonstrated ability to anticipate client and stakeholder requirements, perform proactively while paying strict attention to detail, and work with minimum oversight
  • Knowledge of the Joint Capabilities Integration and Development System (JCIDS) and Planning, Programming, Budgeting, and Execution (PPBE) processes
  • Bachelor’s Degree in relevant field

Additional Qualifications

  • Experience with implementing, modernizing, and transitioning C4ISR technologies
  • Experience delivering expert technical advice and assistance for communications capabilities within joint Service, allied, and coalition ISR programs and architectures
  • Experience with Program Management or Capability Portfolio Management
  • Experience with working as part of a cross-functional delivery team, integrating and incorporating detailed technical data from multiple team members into executive-level decision-making products, and communicating the findings, insights, and recommendations to senior-level clients effectively
  • Expertise in writing and synthesizing data from multiple sources into comprehensive technical documents that are easy to comprehend
  • Expertise undertaking analytical activities for US government acquisition programs, including stakeholder requirements definition, requirements analysis, test and evaluation, trade studies, or architecture design per US government processes
  • Ability to work independently, creatively, and analytically in a problem-solving environment

Clearance

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI Clearance is required.


Compensation and Benefits

Salary Range: $100,000 - $170,000 (Compensation is determined by various factors, including but not limited to location, work experience, skills, education, certifications, seniority, and business needs. This range may be modified in the future.)
