The Grosse Pointe Public School System, a leader in public education for over 100 years, serves approximately 6,500 students from all five Grosse Pointe communities and portions of Harper Woods. Our district is composed of seven elementary schools, three middle schools, two high schools, an early childhood center, and a community campus. JOB SUMMARY :

The Assistant Superintendent of Finance and Business Operations leads, plans, and controls the business affairs and financial management of the Grosse Pointe Public School System to provide the best possible educational services within the financial resources available. The Assistant Superintendent of Finance and Business Operations is a working administrator who is responsible for the development of accurate annual and long-range budgets; forecasting revenues; preparing cost analysis; preparing regular financial reports, promoting the use of modern business practices, and making necessary adjustments to the budget. This position has direct responsibility for the supervision and leadership of the physical plant and operations aspects of the school district.

MAJOR DUTIES AND RESPONSIBILITIES :

  • Manages all District funds including the General, Debt Retirement, School Service, Sinking Bond, and Custodial Funds.
  • Responsible for all budgeting activities including the establishment of guidelines, staff, and community input, detailed budget preparation, monitoring of actual results to budget, approval of budget transfers, budget amendments, and reporting.
  • Responsible for the proper recording of all transactions in accordance with generally accepted accounting principles.
  • Responsible for the ultimate financial condition of the District, including recommendations for program improvements or reductions in order to maintain long-term fiscal solvency.
  • Responsible for cash flow and investment activities including selection of appropriate investment instruments, maturities, banking and investment services, meeting liquidity needs, and borrowing activities.
  • Responsible for bonding and refunding activities including preparation of all documentation and communications to legal authorities, rating agencies, and investors.
  • Responsible for overseeing all capital project activities, including selections of professional services, assisting in monitoring approved building projects, and accounting for all financial activity.
  • Responsible for ensuring proper tax levies including consideration of all legal issues such as Winter Tax Levy requirements, Headlee, Truth in Taxation, and the Tax Rate Request.
  • Assists in recommendations for millage elections including amount, timing, and providing information to the public.
  • Supervises all District purchasing activities and authorizes District disbursements.
  • Supervises payroll operations including compliance with all State and Federal regulations and reporting requirements.
  • Supervises accounts payable operations including compliance with Board Policy and Federal regulations.
  • Supervises the business staff including the functional areas of pupil accounting, accounts recievable, accounts payable, general ledger, business services
  • Responsible for the District’s financial system, design and operation including internal controls to ensure accurate, timely and efficient operations.
  • Responsible for recommending the selection of carrier or method of providing all District property and liability insurance including negotiation of premiums, and evaluating the level of coverage and most cost-effective programs.
  • Coordinates sale of district assets.
  • Monitors the delivery of all transportation services in the District.
  • Responsible for communication and enforcement of Board business policy.
  • Attends Board of Education meetings and any assigned adhoc committee meetings.
  • Assists in financial budgeting and reporting for all State and Federal programs and grants.
  • Provides enrollment estimates.
  • Responsible for the final supervision of pupil accounting.
  • Actively manages the District’s food service contract.
  • Performs other responsibilities as assigned by the Superintendent.

QUALIFICATIONS :

The individual selected for this position will be the one who offers the best combination of qualities in accordance with the following standards and requirements :

  • Master’s degree in business, finance or related field or Certified Public Accountant designation required
  • Possess or be eligible for MSBO Chief Financial Officer Certification
  • Broad experience in the accounting or finance department of a large governmental agency or business
  • Thorough understanding of fund accounting
  • Successful experience as a chief financial officer preferred, particularly in a K-12 setting
  • Comprehensive understanding of Michigan laws, rules and guidelines governing school finance preferred
  • Good attendance
  • Achievement documented in past evaluations
  • Extensive computer experience
  • Demonstrated excellence in inter-personal and organizational communication skills, staff motivation and leadership
  • Commitment to working as a hands-on member of a hands-on team
  • Demonstrated experience with directing and implementing new systems and processes
  • Demonstrated strong analytical skill and experience in working with financial data and complex financial considerations and calculations
  • Adaptive flexibility
  • Knowledge of Hold Harmless District preferred
  • Demonstrate experience with Bond program
  • TERMS OF EMPLOYMENT :

    The position is assigned to work 12 months, 261 days per year. Some evenings are required for Board, and Ad-Hoc Committee Meetings, and / or special events. This position has a generous time off package including 13 paid holidays, 25 vacation days loaded up front, 10 sick days (w / 100% income protection through 90 sick days or LTD) 2 Personal Business Days 2 Non-Duty Days.

    BASE SALARY RANGE : $131,154 – $160,235 – Salary range is negotiable based on experience.

    ADDITIONAL COMPENSATION : Additional compensation including a $5,000 travel / car allowance, $5,000 merit pay, and $2,000 annual deposit into a tax deferred account $750 Personal Technology Stipend, District Paid Cell Phone Service. We provide additional compensation for college credits post a masters and generous longevity payments after 5 years of service. Finally, participation in the State of Michigan retirement system.
