Purpose of Position:
Oversee the development and implementation of strategies and structures to assist persons served so they may achieve their personal goals. The Psychiatric Rehabilitation Specialist provides clinical and administrative supervision of the team and practices as a clinician on the team.
Functions:
Admissions
- Conduct screening, referral and triage of individuals seeking mental health services.
- Assess person served’s needs and provide linkages/referrals to those resources which will help them in achieving his/her personal goals.
- Complete all required documentation for opening cases.
- Submit request for authorizations, ITRs and all other required information to appropriate local management entity or state contractor.
Service Management
Clinical
- Supervise Psychiatric Rehabilitation Support Staff.
- Train support staff on individuals’ disabilities, their PCP’s, and PCP implementation
- Provide or arrange clinical and technical assistance to support staff, as needed
- Develop staffing schedules based upon the person served’s needs, interests, and/or desires and the related strengths of support team staff
- Monitor the implementation of the PCP for clinical appropriateness of service delivery
- Provide linkages to various community resources for the person served
- Complete and submit routine updates of the PCP’s and re-authorizations to appropriate local management entity or state contractor
- Participate/lead treatment team meetings
- Provide on-call/first responder services as scheduled at local office
Administrative
- Ensure that services rendered to persons served are billable via management of cases and/or providing direct services
- Assemble a team of appropriately trained and qualified support staff to ensure continuity of care to individuals served
- Train support team staff on Agency philosophy of service delivery, as related to applicable service definitions, statues and rules
- Provide supervision of support team staff
- Conduct performance evaluations for support staff team and consult with the Clinical Director, take appropriate disciplinary actions consistent with Agency policies and procedures
- Represent the Agency at local management entity and other necessary meetings, as related to the care of persons’ being served
- Submit all completed documentation to the Medical Records Specialist for filing, billing, and payroll purposes
Discharges
- Plan and facilitate consumer transitions to other services and/or local agencies in an efficient manner
- Complete and submit all appropriate ITR and other required discharge documentation to the appropriate state, LME, or state contractor
- Submit completed discharge date to the Medical Records Specialist for processing and filing
Quality Assurance and Improvement
- Assure consistent provision of quality services to consumers
- Monitor the implementation of the PCP to assure that services are being provided in a manner that is professional, effective, and consistent with governing rules, statutes, service definitions, and the PCP
- Assure that case management, supervision, and service notes are being completed in a manner consistent with Federal, State, and Agency’s statutes, rules, and policies and procedures, respectively
- Provide quality review and sign-off of service notes, checking them against goals as delineated in PCP’s
- Provide training to support team for remediation of documentation issues, as needed
- Provide quality review and sign-off on mileage and timesheets of support staff team
- Submit reviewed and signed service data to the Medical Records Specialist for billing verification, filing, and submission to the Home Office, as applicable
- Conduct routine follow-up with service recipients, family members, and guardians regarding their satisfaction with service delivery
- Participate in peer review activities of the Agency offices as requested
- Communicate ideas on improving services to Local Administrator
Communication
- Maintain consistent communication with the Clinical Director regarding documentation, authorizations, team and individual support staff performance, consumer progress toward goals, and consumer satisfaction
- Maintain regular contact with persons served, their treatment teams, guardian and significant others in persons’ lives
Qualifications:
Education/Experience
- Is a licensed mental health professional; OR
- Is a rehabilitation counselor who is currently certified by the Commission on Rehabilitation Counselor Certification; OR
- Bachelor’s prepared certified psychiatric rehabilitation practitioner currently certified by the U.S. Psychiatric Rehabilitation Association.
Preferred Experience
- One or more years of case management experience or equivalent work experience
- Supervisory experience
- Experience with and knowledge of the public MH/DD/SA system
Training
- Must trainings, certifications and/or requirements as determined by the Agency
Additional Requirements
- Valid Driver’s License, reliable automobile with proof of current liability insurance, acceptable driving record, current vehicle registration and inspection, current TB test, and a clean criminal record.
- Basic mathematical skills
- Ability to read, write and understand the language of the person served and read and write in English.
- Ability to work as a team member
- Reliable transportation
Performance Expectations:
- The Psychiatric Rehabilitation Specialist will serve as a role model to support staff, by consistently conducting him/herself in a professional and ethical manner in all situations, including but not limited to promptness of completing assignments, verbal/non-verbal communications, maintaining professional boundaries, representing the Agency with a professional image, complying with Federal Anti-Kickback Laws, and not engaging in or coercing others to engage in any fraudulent behavior (see Federal Anti-Kickback Laws and Medicaid Fraud Defined)
- Submission of personal timesheets, including supporting service documentation for the services provided, at 10:00 am each Monday
- Have a working knowledge of various forms of mental illness and common accompanying issues
- Have a working knowledge of rules, service definitions, and statutes governing the provision of the services provided
- Have or develop a working knowledge of all applicable authorization/re-authorization processes, Agency policies and procedures, documentation requirements, and billable tasks,
- Have or develop a working knowledge of local community resources, both public and private
- Set and monitor clearly defined goals for the team
- Maintain a person centered focus throughout service provision
- Serve as a team player to the general office staff and the Agency as a whole
- Provide services according to the philosophy, standards, values and ethics set forth by the Agency
- Follow all Agency Policies and Procedures
- Participate in all required team meetings, committees, and audits as required
- Maintain current training and certifications/licensure requirements
Accuracy Required In Work And Consequence Of Error: The Psychiatric Rehabilitation Specialist is responsible for insuring systems are in place to address the quality and effectiveness of services to each consumer. Failure to adequately manage the quality of service delivery has the potential to severely affect the health and safety of consumers and staff. This position has a fiduciary responsibility to the Agency including but not limited to billing, in which errors could result in significant funding infractions for the agency
Supervision and Training Provided To Employee: The local office will provide initial training. On-going training and supervision is provided as needed or as required by the supervisor. A supervision plan will be developed for the Psychiatric Rehabilitation Specialist specifying additional training or other development activities expected in the position. The Psychiatric Rehabilitation Specialist will meet the expectations outlined in the supervision plan.
Physical Effort (with or without reasonable accommodation) : A variety of physical activities are necessary for this position and depending upon the needs of the consumers of the agency.
Work Environment and Conditions: The Psychiatric Rehabilitation Specialist works primarily in environmentally controlled offices where conditions are pleasant, although visits to the sites where services are being provided are necessary in order to ensure the quality and provision of services to the consumers.
