GENERAL STATEMENT OF DUTIES
The Law Enforcement Executive Administrator prepares reports and handles all administrative concerns as directed by the Sheriff. This employee provides direct assistance to the Sheriff in the overall administration of the Department’s operation.
DISTINGUISHING FEATURES OF THE CLASS
This position is responsible for developing work plans for the Department and for the direction and control of the administrative and staff support activities of all personnel under the Sheriff’s command. This position formulates and executes command decisions relative to special and routine law enforcement problems within its scope and authority. The employee in this position reports directly to the Sheriff.
DUTIES AND RESPONSIBILITIESEssential duties and responsibilities include, but are not limited to:
- Provide administrative and staff support to all Department Heads and Command Staff.
- Complete specialized projects for all Department Head, Command staff, employees and citizens.
- Research and advise the Sheriff regarding Department’s Operating Manuals for each division and assure compliance with state laws and the requirements of the Commission on Accreditation for Law Enforcement Agencies (CALEA).
- Research and advise the Sheriff regarding the processing of personnel paperwork, OSHA, Workman’s Compensation, FMLA, Insurance, etc.
- Screen meeting and information requests which have been made to the Sheriff through phone messages, emails or through the Sheriff’s Office webpage and make appropriate delegation of taskings.
- Respond to time sensitive information/approval requests and promptly pass necessary requests to the Sheriff.
- Communicate and coordinate with the Executive Administrators of other agency heads in regard to scheduling, information requests, and event planning.
- Assist with time-card management regarding all employees who report directly to the Sheriff.
- Assist the Sheriff with oversight responsibilities of staff and programs.
RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities
- Thorough knowledge of operational functions, locations, and organizational components of the Sheriff’s Office.
- Thorough knowledge of Guilford County personnel regulations, Workman’s Compensation laws, FMLA procedures and Insurance practices.
- Thorough knowledge of Law Enforcement federal and state general statutes, departmental directives, policies and procedures.
- Skilled in accounting, Lawson record keeping, Kronos time keeping, intra/inter agency email communication, and technical writing.
- Ability to communicate effectively both orally and in writing.
Bachelor’s Degree in Business or Public Administration or a related field with three years experience in executive level administrative work; OR Associate’s degree in Business Administration or a related field with five years of experience in executive level administrative work; OR High School Diploma or GED and seven years of executive level administrative work.
Preferred Qualifications
Master’s Degree in Business or Public Administration.
Physical Demands
Must be able to physically perform the basic life operational functions of pulling, walking, fingering, talking, hearing, and repetitive motion. Must possess the visual acuity to perform one or more of the following; Preparing and analyzing data and figures such as accounting, transcription, sustained computer operation, extensive reading, visual inspection involving small defects, small parts, operation of machines (including inspection) using measurement devices, assembly or fabrication of parts at distances close to the eye.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
