Summary:

Supports the Project Executive, Division Manager and/or Operations Manager by carrying out all project duties and activities delegated to the Safety Manger regarding jobsite safety inspections, jobsite safety reporting, jobsite safety monitoring, and all safety related issues dealing with local/federal officials, such as OSHA. Additionally, plans, directs, and implements the safety program to ensure safe, healthy, and accident-free work environment.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Responsible the oversight of all assigned projects and the delivery of all safety related functions.

Work in collaboration with the Project Manager and Superintendent with delegated duties and activities and provides input accordingly.

Develops site specific safety program for each stand-alone project.

Plans and implements safety policies and procedures in compliance with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations.

Rolls out and implements each project safety program with each Subcontractor before they begin work on the site.

Chairs a pre-construction safety conference with each Subcontractor, as required by the VP, before the Sub begins work onsite.

Inspects each stand-alone project on a weekly or bi-weekly schedule, as required.

Inspects and reviews all required onsite documentation with the Project Manager or Superintendent, including MSDS and insurance certificates, reports same in monthly safety report.

Documents each site inspection and issues a monthly safety report noting project deficiencies, safety report to be distributed to VP, Project Manager or Superintendent by the 15 of each month and published for general distribution by the 20 of each month.

Inspects organization facilities to detect existing or potential accident and health hazards, determines corrective or preventative measures where indicated, and follows up to ensure measures have been implemented.

Provides information, signs, posters, barriers, and other materials to warn of potential and actual safety hazards and to prevent access to hazardous conditions.

Leads the investigation of accidents and injuries and cooperates in the preparation of material and evidence for organization use in hearings, lawsuits, and insurance investigations.

Compiles and submits accident reports required by regulatory agencies and to Risk Management.

Coordinates with Risk Management to perform quarterly insurance audits on all projects

Coordinates and attends all insurance carrier inspections.

Maintains safety files and records.

Manages all OSHA compliance inspections and the resolution of any issues generated from those inspections, and work with HR to complete annual OSHA Logs and Filings.

Tracks and maintains all certifications and training for the Safety Manager and all Russell staff as required, including OSHA 10 Hour Training, CPR, First Aid, Competent Person Training, etc. Publishes a quarterly log detailing current certificates for each field staff employee and its expiration date.

Obtains and keeps current Trainer Certificate, designating Safety Manger as an approved OSHA trainer, trains Russell staff as required.

Facilitates all other safety related training required by the field staff, including the planning and implementation of programs to train managers and employees in work site safety practices, fire prevention, and correct handling techniques for chemicals, toxins, equipment, and other materials.

Establishes Safety budget and manages expenses within that budget.

Participates in community safety groups such as ABC, as a Russell safety representative.

Issues a monthly schedule detailing project inspection schedule with no less than 75% of Safety Manager’s time charged to projects.

Coordinates with the VP or Project Executive regarding the Joint Venture safety requirements, on a project-by-project basis.

Prepares studies and analyses of industrial and project accident causes and hazards to health for use by company personnel and outside agencies.

Performs work in a safe manner and actively encourages others to do the same.

Supervisory Responsibilities

The Safety Manager may have direct subordinates.

Internal Interfaces with: Project Manager/ Superintendent - coordinates and reviews project specific safety requirements, as detailed by the Russell Safety Program.

External Interfaces with: Subcontractors and Vendors - ensures adherence to Russell Safety Policies.

Federal and State regulatory agencies – coordinates and manages all inspections and other issues

Accountability: The Safety Manager is accountable for the successful completion of those duties and activities delegated by the Project Manager or Superintendent of the project.

Qualifications

Education and/or Experience

Bachelor’s degree (B.A., B.S., or B. Arch.) in Engineering, Architecture, Building Construction or Business Management from a four-year (five-year in Architecture) college or university; or five to six years related experience and/or training; or equivalent combination of education and experience.

Language Skills

Ability to read, analyzes, and interprets complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive presentations on controversial or complex topics to client top management, RUSSELL corporate senior management, public groups, and/or boards of directors.

Mathematical Skills

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

Certificates, Licenses, Registrations

OSHA 10-Hour Training Certificate, CPR and First Aid Certificates.

Other Qualifications

Familiarity with program management, construction management, development, and construction marketing concepts, procedures and terminology as required. A strong background in composition of reports, proposals, technical correspondence, and documentation is also required.
