THE POSITION
Under direction of a Facilities Manager, performs journey-level locksmith duties in the installation, maintenance, and repair of all District locking mechanisms, including doors, jambs, closures, lock security mechanism, electrical security devices for doors, windows, gates, or any other secured space; maintains District master record system of keys and locks.

CURRENT OPENINGS: One 12-month/40 hours per week positions. Salary placement will be on Range 32 on the CSEA Salary Schedule "B." Initial salary placement for new employees is customarily at Step 1 ($5,470.64 per month) of this salary range.

Minimum Qualifications

Education:
Graduation from high school or evidence of equivalent educational proficiency.

Experience:
One of the following:

  • Two years of journey-level locksmith experience.
  • Completion of a recognized locksmith apprenticeship program.
  • Two years of full-time semi-skilled locksmith work and completion of a certificate of achievement in locksmith from a recognized college or trade school.
  • Four years of full-time semi-skilled locksmith work.

Special:

  • Possession of a valid California Class C Driver License.
  • Evidence of adequate insurance for a motor vehicle which meets the California legal liability insurance requirement and continual insurance coverage during employment.
  • Federal law requires that employees receive additional ACBM training if they work in areas in which asbestos building materials may be disturbed. This training is provided by the District within the first 60 days of employment.
  • Possession of a powder actuated fastener permit in accordance with CCR Title 8, Section 1685.
  • Successfully complete a pre-employment physical examination.

An eligibility list will be established to fill vacancies for full-time, part-time, evening, summer, and substitute positions throughout the duration of the eligibility list. Eligibility lists typically last for one year. Vacant positions are filled from the top three ranks. Pursuant to PC Rule 6.2.10, the eligibility list established for this recruitment may be used for another related classification at the same or lower salary.

Proof of completion in a recognized locksmith apprenticeship program, or a copy of your certificate of achievement in locksmith or a closely related field from a recognized college or trade school must be submitted with your application (if applicable). Essential Duties

  • Performs locksmith duties such as installing, adjusting, repairing and removing locks from a variety of locking systems, panic hardware, door closures and other door hardware.
  • Disassembles, reassembles, adjusts and replaces door locks, cabinet locks, and padlocks.
  • Adjusts and repairs door closures and exit hardware.
  • Lubricates, welds, and picks locks.
  • Repairs or replaces tumblers, springs, and other parts.
  • Files tumblers to fit locks, and replaces them in lock cylinder.
  • Removes broken keys or foreign objects from locks.
  • Makes new or duplicate keys with or without patterns and guides.
  • Maintains and services equipment tools.
  • Opens key and safe locks using hand tools or special equipment.
  • Prepares estimates, and maintains records including labor, materials and work orders completed.
  • Maintains secure records and files of duplicate keys.
  • Maintains and requisitions spare parts inventory of lock parts, and door hardware.
  • Provides work direction and training to other maintenance personnel assigned to assist on larger projects.

OTHER RELATED DUTIES

  • May assist in other maintenance areas by performing unskilled and semi-skilled duties.
  • Performs other related duties as required.

DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES
A Maintenance Worker performs semi-skilled and skilled maintenance, repair, and construction tasks in the upkeep of school facilities; performs semi-skilled and skilled functions in one or more of the basic building and maintenance trades.

A Locksmith performs journey-level locksmith duties in the installation, maintenance, and repair of all district locking mechanisms; maintains District master record system of keys and locks; assists other maintenance workers by performing unskilled and semi-skilled duties in other maintenance trade areas.

A Maintenance Supervisor supervises the maintenance and repair of school facilities; supervises construction work performed by District maintenance personnel.

PHYSICAL DEMANDS

Employees in this classification stand, walk, lift, and carry up to 50 lbs. (up to 100 lbs. with assistance); climb ladders and stairs; maintain balance; push, pull, stoop, kneel, crawl, and bend repeatedly; repetitively use fingers, wrists, and hands while twisting or applying pressure; simultaneously use both arms, legs, and hands; reach overhead; have rapid mental and muscular coordination; hear normal voice conversation; speak clearly; have depth perception and color vision, distinguish shades, see small details and long distances; sit for extended periods of time; operate a vehicle; use a computer, telephone, and radio. All employees must be able to comply with work place safety and regulatory requirements, including Occupational Safety and Health Administration (OSHA) regulations, and those of any other competent authority.

WORK ENVIRONMENT

Employees in this classification work both inside and outside, in changing temperatures, including temperatures below 50° and over 90°, dry atmospheric conditions, poorly ventilated areas, inadequate lighting, wet or damp areas, confined spaces, at heights using ladders or scaffolding, with electrical hazards and dangerous machinery with moving parts, sharp objects, fumes, moderate to high concentrations of silica or allergenic dust, lead, asbestos, gases, chemicals, odors, toxic materials, explosive substances, loud noises, vibrations, hands in water, exposure to minor contagious illnesses (cold, flu, etc.), exposure to severe contagious illnesses (tuberculosis, measles, mumps, chicken pox, hepatitis, etc.), moving vehicles, in direct contact with the public, students, and District personnel, and in the absence of direct supervision.

Ideal candidates will have

Knowledge of:

  • Practices, methods, techniques, materials, tools and equipment used in the maintenance and repair of locks, keys, alarm systems, and other related locksmith work.
  • Laws, codes and regulations pertaining to locksmith work.
  • Safe working methods and procedures, including wearing personal protective equipment.
  • Operational characteristics of a variety of locking devices.
  • Principles and practices of master key inventory.

Ability to:

  • Perform skilled lock repair and related maintenance and repair duties.
  • Operate a variety of equipment and tools, such as key-cutting machines, micrometers, various saws, drills and drill bit sharpeners, planers and hand tools, grinders, sanders, torches, and various hand tools.
  • Read, interpret and apply a wide variety of technical information from manuals, drawings, specifications, layouts and blueprints.
  • Estimate labor and material costs.
  • Establish and maintain cooperative working relationships.
  • Plan and coordinate the work of others.
  • Recognize workplace hazards and follow safety procedures.
  • React to change in a positive manner, and quickly adapt to new assignments, methods, or procedures.
  • Demonstrate diligence in attending to details and quality of work.
  • Understand and meet the needs of customers.
  • Manage time and prioritize tasks to meet deadlines.
  • Communicate orally and in writing for the purpose of providing and obtaining information.

COVID Vaccine Requirement
Per Board policy, employees are allowed on District campuses or facilities only if they are fully vaccinated. This resolution applies to all applicants upon hire. Applicants are required to show proof of COVID-19 vaccination status to the Personnel Commission Office on the date of the examination. People are considered fully vaccinated two weeks after completion of a vaccine.

General Information
The screening process for this position, which may be subject to modification, will include some form of an application screening, initial screening of qualifications, documentation/certification screening, and in some instances supplemental application screening. The stated qualifications for the position represent only the minimum requirements and do not guarantee qualification for examination or placement on an eligibility list.
The examination may consist of any combination of the following: training and experience evaluation, written knowledge test, hands on/performance test, structured panel interview, situational judgement interview, or other type of exam of fitness for duty. All parts of the examination process are job related. A passing score must be attained on each portion of the exam to advance to the next stage and ultimate placement on the eligibility list, which depending on the classification, may be in force for six months or one year.

Paid Holidays
Up to 16 holidays per year depending on months worked for all classified employees.
Paid Vacation
Vacation is prorated for all classified employees, based on the hours and months worked per year. Below is the vacation schedule for classified supervisors and classified staff.
Classified Employee Vacation Chart
1-5 years of service

  • One day of vacation will be earned per month worked.

6-10 years of service

  • One and one-quarter (1 ¼) days of vacation will be earned per month worked.

11-15 years of service

  • One and one-half (1 ½) days of vacation will be earned per month worked.

16-20 years of service

  • One and three-fourths (1 ¾) days of vacation will be earned per month worked.

21 years of service

  • Two (2) days of vacation will be earned per month worked.

Health Benefits
For positions 35 hours or more per week the District contributes $12,900 (subject to change) toward annual premium for medical, dental, vision and life insurance coverage. Partially paid benefits are available for part-time (20-34) hour employees. The District participates in the Public Employees' Retirement System (PERS). Lifetime retirement benefits provided for eligible retirees.

The following benefit providers are available for enrollment for eligible employees.

  • Medical: Kaiser, United Health Care PPO/HMO
  • Dental: Delta Dental (PPO) or DeltaCare USA (HMO)
  • Vision: Vision Service Plan (VSP)
  • Out of pocket costs are dependent on which provider is selected. Each provider has a different annual premium.

Paid Sick Leave
Every regular classified employee, probationary or permanent, can earn paid sick leave credit(s) based on one day for each month in which such employees are in a paid status with the District. Earned, but unused sick leave can accumulate without limit. Full-time classified employees (those who work 8 hours per day, 5 days per week and 12 months per year) will normally earn twelve (12) days of sick leave credit(s) during each fiscal year.
