JOB SUMMARY:

Manages and coordinates activities of Real Property Appraisal Staff engaged in the appraisal of all classes of real property establishing ad valorem tax base for Hall County. Prepares appraisal schedules and analyzes property sales data and current appraisal rates to ensure fair and equitable assessment of all real property.

 

Manages and coordinates day-to-day operations of the Real Property Appraisal Staff. Oversees the listing and appraisal of real property and trains real property appraisers. 


MAJOR JOB RESPONSIBILITIES:

Plans, oversees, assigns and reviews work of real property appraisal and assigned administrative staff; makes performance appraisal and salary increase recommendations for assigned staff; trains new appraisers.

 

Appraises complex real property using the appropriate appraisal approach; teaches all appraisal approaches to appraisal staff.

 

Oversees compilation of ratio and market study data reporting relationships between reported sales and appraised values used for taxation to ensure Hall County is assessing property fairly and equitably and according to all ad valorem taxation regulations; makes recommendations for adjustments to types of property not properly valued.

 

Oversees research conducted by appraisal staff to ensure quality, accuracy and efficiency is exercised in the collection of data required to prepare various appraisal instruments; develops pricing and valuation schedules to ensure proper valuation of all real property (buildings and land) in Hall County.

 

Oversees and directs field studies to determine assessment value of property; locates, inspects, measures, and sketches property; assesses age, quality of construction, and depreciation of structures on property; obtains zoning and market data; calculates and records values; and answers questions of property owners.

 

Prepares, presents and assists appraisal staff in preparation of appeal cases on assessment notices to the Board of Equalization; presents appeals to the Superior Court.

 

Reviews adjustments made by appraisal staff for topographical factors, land influences and building adjustments to ensure proper appraisal methods have been applied.

 

Prepares various reports, schedules, market and ratio studies, and research, and presents to the Chief Property Appraiser and the Board of Tax Assessors.

 

Compiles reports of building permits received and assigns geographic work areas to the appraisal staff.

 

Manages Data Cloud/Mobile Assessor application. Makes production assignments to supervisors. Trains, supervisors and appraisal staff on Mobile Assessor.


  Maintains vehicle reports monitoring gas consumption, usage, and maintenance, and submits annual summaries for inclusion in the department annual report.

 Performs other related duties as required.

 

 

MINIMUM QUALIFICATIONS REQUIRED:

 

Bachelor’s degree in Real Estate, Business, Public Administration or related field, with 5 years as an appraiser in Mass Appraisal. A minimum of three (3) years of supervisory experience.

 

Any equivalent combination of education/experience providing the minimum level of qualifications stated herein.

 

LICENCES AND CERTIFICTIONS:

 

Must possess Georgia Department of Revenue Appraiser IV Certification or be able to obtain certification within one year or on a suitable timeline subject to the availability of the Department of Revenue educational schedule.

 

Valid Class C Driver’s License and a satisfactory Motor Vehicle Record (MVR).

 

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

Knowledge of accepted appraisal techniques and methods used in placing values on real property. Knowledge of state tax laws and regulations governing real property.

Knowledge of basic materials and methods used for construction in all classes of property.

 

Ability to research building costs, sales data and other pertinent information used in the appraisal of all classes of property.

 

Ability to give directions and gain compliance from subordinate appraisers and supervisors.

 

Ability to research building costs, sales data and other pertinent information when appraising real property and to formulate the research into workable schedules for appraising real estate.

 

Ability to communicate clearly and effectively, both orally and in writing. Ability to make mathematical computations with speed and accuracy.

Ability to establish and maintain effective working relationships with employees, the public, government officials and executives in the private sector.

 

A working knowledge of Microsoft office programs.

ADA MINIMUM REQUIREMENTS

 

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods at a keyboard or workstation. Duties require the ability to use a personal computer and to operate a motor vehicle.

 

Sensory Requirements: Tasks require the ability to communicate orally.

 

Environmental Factors: Essential functions are regularly performed with occasional exposure to adverse environmental conditions including weather.
