JOB SUMMARY:
Provides assistance to the public regarding requirements for application submittal and submitting fees. Answers general questions regarding necessity of a permit and minimum submittal and issuance requirements. Reviews application documents for legibility and completeness; reviews applications to ensure all required documents have been submitted, that information contained on application matches that contained on submitted documents. Routes applications for review by all applicable departments, issues certificates of completeness and occupancy, follows permit applications from submittal through issuance by acting as a liaison between the other applicable departments and the applicant. Provides timely responses to emails, telephone call, and application requests.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Assists public in completing building permit applications; performs research on the Georgia Superior Court Clerk’s Cooperative Authority (GSCCCA) website for deeds and plats, research state contractor license information on the Georgia Secretary of State’s website, to aid applicants in submitting an application.
Performs research on the International Code Council
Answers public inquiries related to building permits and inspections; research inquiries, and open record requests; research and records citizen complaints and forwards to appropriate department.
Maintains building permit files.
Invoices applications, receives fees for applications and inspections, maintains the revenue reports for the department including deposit preparation and revenue reconciliation.
Communicates with field inspectors via email and cell phone.
Notifies utility companies of utility connections, or disconnections, associated with inspections and permits.
Reviews permit records for completion prior to preparing Certificates of Occupancy or Completion, and issues them once all required approvals and documents are received.
Regular and predictable attendance is required.
Performs other related duties as required.

MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
High School diploma or G.E.D.
Licenses and Certifications:
Required to obtain International Code Council (ICC) Permit Tech Certification within 6 months of hire.
Required to obtain International Code Council (ICC) Zoning Inspector Certification within 1 year of hire.
Required to pass International Code Council (ICC) Legal Aspects of Code Enforcement exam within 6 months of hire.
Knowledge, Skills, and Abilities:
Knowledge of modern office methods, procedures, equipment, business letter writing, and standard clerical techniques.
Ability to enter and retrieve data from the computer.
Ability to read maps and aerial photos.
Ability to deal courteously and diplomatically with the public.
Ability to understand and carry out oral and written instructions.
Ability to communicate clearly and effectively, both orally and in writing.

Incumbents in this position are occasionally required to be on-call and work irregular hours.
