Job Summary
Under the supervision of the AVP of the Foster Family Adoption (FFA), the FFA Program Manager (FFAPM) is responsible for supervising FFA supervisor, administrative assistant and other staff assigned as well as initiating and completing Adoptions. Primary duties include supervision of staff as well as conducting initial assessments for adoptive families and children, conducting adoption signings and finalizations including completing PARP documentation. The FFAPM also provides ongoing training, evaluation and monitoring of foster and adoptive parents. This position is responsible for completing all paperwork in accordance with County and agency regulations. The FFAPM has multiple program specific and general duties including recruiting, training, and monitoring services for resource parents as well as developing and implementing program wide initiatives. In addition to managing the day-to-day operations of each program, this position ensures that Intensive Services Foster Care (ISFC) and the FFA program follow Department of Social Services (DSS) and Department of Children and Family Services (DCFS) regulations.
Essential Functions
Foster Family and Adoptions Responsibilities
- Provide case management and coordination of services as required by contract and ILS Version 7 regulations for safety and health.
- Participate in recruitment of resource parents, including orientation, training of applicants, and preparation of written adoption home studies.
- Regularly update case-related documentation (e.g., quarterly treatment plans, discharge summaries, adoption home studies/family assessments, initial, quarterly, and termination reports) within specified time frames.
- Provide support to foster parents and ensure enforcement of safety and health standards per Title XXII regulations.
- Coordinate and maintain documentation for adoptive placements, finalization, and DSS billing.
- Manage a caseload of foster and/or adoptive children and their families.
- Assess referrals for placement appropriateness.
- Conduct initial and ongoing training, evaluation, and monitoring of foster and adoptive families.
- Facilitate intake assessments and placements of children.
- Collaborate with agency staff to enhance the client’s therapeutic milieu experience.
- Complete and maintain all necessary documents, including:
- Case-related recordings
- Quarterly treatment plans
- Discharge summaries
- Provide appropriate discharge and aftercare planning.
- Maintain communication with outside agencies and their representatives.
- Develop and implement the adoption program.
- Act as a liaison among Placement and Recruitment, CSWs, attorneys, and adoptive parents for adoptive placements.
- Attend staff meetings, training, conferences, adoption consortiums, and relevant informational meetings.
- Maintain electronic and paper files for foster/adoptive parents and children.
- Provide resources for services of placed children with Aviva.
- Conduct visitation with placed children as per contractual agreements with DCFS and Title XXII for both FFA and adoptions.
- Complete Suspected Child Abuse Reports (SCARs).
- Assist in the development of adoption programs and promotional materials.
- Supervise additional staff as needed.
- Be sensitive and responsive to the cultural differences of the agency’s client population.
- Actively participate in quality improvement projects.
- Oversee the Foster Family and Adoption Agency programs and office operations.
- Assign cases to social worker staff and monitor case assignments.
- Supervise social workers weekly, providing case management and support for foster/adoptive parents and placed children.
- Oversee intake referrals and child placements.
- Ensure compliance with file maintenance and care of children per ILS regulations and DCFS contract.
- Discuss and coordinate resources for services of placed children with Aviva.
- Ensure safety and health standards for foster parents per Title XXII regulations.
- Review initial, quarterly, and termination reports, ensuring timely submission by staff.
- Oversee recruitment, training, and certification of foster and adoptive parents.
- Work collaboratively with Community Care Licensing and DFCS auditors/investigators and provide corrective action plans when necessary.
- Monitor and file Suspected Child Abuse Reports (SCARs) and Special Incident Reports.
The FFAPM will take on special projects or additional duties as assigned by the Director of FFA/ISFC.
Qualifications
Competency Requirements
-Ability to speak, read, write and understand English
-Ability to work effectively as a member of a multidisciplinary team
-Ability to efficiently coordinate and complete field and office tasks
-Ability to utilize supervision and consultation constructively
-Knowledge of Child Abuse and Special Incident Reporting Guidelines and follow-up actions as required by law and contract
-Knowledge of positive behavioral interventions preferred
-Must demonstrate sound judgment and decision making skills
-Must demonstrate time management skills
-Must have excellent oral and written communication skills
-Bilingual (Spanish) preferred
Education and Experience
-Master’s degree in Social Work
-Minimum of 2 years of FFA experience in a social service setting, completing adoptions preferred.

Certifications/Licenses
-Valid CA driver’s license

While performing the duties of a Social Worker/Adoptions Coordinator, the employee is frequently required to drive, sit, stand, walk and use their fingers to manipulate a keyboard or writing instrument.
