Qualifications
- Intermediate Administrator and Supervisor Certification issued by the Connecticut State Department of Education.
- Five (5) years' successful experience as a school or district administrator.
- Experience with contract and labor negotiations as well as policy review and development in the public sector.
- Supervisory experience in public sector labor management.
- Demonstrated knowledge of public schools and their practices.
- Experience in developing and managing budgets at the school or district level.
- Excellent interpersonal skills and an ability to work collaboratively with various members of the school community.
- Ability to think critically and analytically.
- Alternative qualifications as may be deemed appropriate or acceptable by the Board of Education.
Essential Performance Responsibilities
- Plans, directs, and coordinates the recruitment and hiring procedures for all new personnel
- Plans and directs human resource functions for the school district
- Develops and implements human resource related programs, policies and procedures
- Supervises human resource personnel and the day-to-day operations of the Human Resources Department
- Serves on district negotiation team for all collective bargaining groups and non-union groups or individuals.
- Formulates proposals, negotiates, administers and interprets employment contracts, agreements and policies.
- Supervises administration of all employee benefit programs and directly supervises department staff in the daily implementation of all such benefit programs
- Communicates all pertinent personnel information to the finance department, Superintendent, Board of Education (including its sub-committees and standing committees) and any other school personnel as appropriate
- Investigates grievances and/or complaints from employees (e.g., sexual harassment, pay and/or assignment disputes, etc.) for the purpose of reaching resolutions that support a healthy work environment
- Monitors unemployment compensation claims and appeals processes
- Supervises student residency investigations, attends all residency hearings, and makes recommendations to the Superintendent of Schools
- Coordinates salary administration in keeping with contracts, and communicates that information to the payroll office
- Serves as the hearing officer for grievances involving all union employees
- Reviews and improves the evaluation platforms for certified and classified staff
- Serves as the administrative liaison on the Board's Personnel Committee regarding grievances and negotiations
- Provides guidance and, at times directs, school and district administrators regarding the assignment of certified and classified staff
- Serves as the District's Title IX Coordinator
- Develops, maintains and updates job descriptions as necessary
- Ensures that all vacant positions are filled if approved by the Superintendent of Schools
- Attends all public meetings of the Board of Education and executive sessions as requested by the Superintendent
- Attends assigned Board of Education subcommittee and ad hoc committee meetings
- Implements Board of Education policies, as well as all current applicable state and federal regulations
- Upholds and promotes the goals and objectives of the Board of Education and the schools
- Participates in other relevant district committees as requested by the Superintendent
- Demonstrates an ongoing interest and participation in educational concerns and professional growth
- Maintains confidentiality regarding employees' personal information
- Stays current with federal and state mandates and regulations
- Manages compliance
