As the Facilities Asset and Contract Manager at Hamilton County Facilities Department, you will take the lead in overseeing the development, coordination, and monitoring of contracting processes, property management, and strategic planning for the County’s facilities and leased properties. Your role will involve ensuring compliance with federal, state, and local regulations while managing contracts, requests for proposals, and real estate transactions to achieve the department’s goals.
Summary of Job Duties:
- Develops, coordinates and monitors contracting processing (i.e., formats contracts, sets provider requirements, negotiates and facilitates department
processes and procedures; work with Prosecutor’s office to ensure legality and effective language in contracts; specifies terms for renewal, termination,
and measurable performance indicators; collaborates with staff in the planning and development of contracts, budgeting, and monitoring payments); negotiates contracts with providers; oversees service level agreements (SLAs) and memos of understanding (MOUs); monitors accountability and data collection from contract agencies to adhere to federal, state, local, and Board requirements; identifies and coordinates funding sources for services provided by contract agencies; coordinates with
Purchasing to assure adherence to contract quality assurance requirements - Develops, coordinates and monitors Request for Proposals (RFP) procedures (i.e., develops scope of RFP, time frames, and specific criteria
for submission, identifies services and costs, selects providers, and develops the framework for evaluation of proposals); enforces contracting
policies and procedures according to state laws, rules and regulations, Board policies and procedures, and SLAs. - Develops and implements communication methodologies to keep staff and vendors informed on state, Board rules, funding concerns, certification
requirements and other relevant topics; travels and gains access to a variety of facilities in personal or county vehicle in a safe, efficient and effective
manner in accordance with the established procedures. - Manages County-leased properties (e.g., plans and analyzes County space needs for leased properties; explores potential leases, purchases and/or
sales solutions; writes requests for proposals and ensures Americans with Disabilities Act and Prevailing Wage requirements are met); establishes
payment schedule for property owners, appraisers, etc.; verifies payment arrival and investigates non- payments and late payments; files tax
exemptions for County-owned property; researches and obtains information pertaining to real estate (e.g., conducts market research; arranges for
property surveys and market analysis; researches property ownership; obtains property descriptions); prepares and/or obtains necessary
resolutions; negotiates real estate acquisitions, dispositions and leases; prepares necessary documents and purchase contracts; arranges and/or
attends closing of real estate acquired; may initiate legal suit to obtain property from owner; maintains and updates the Real Property Management
Plan; updates property database in ARCHIBUS module; provides annual report to the BOCC; distributes tax bills to appropriate agencies for
payment; prepares documents to secure tax exemptions - Develops, updates, and maintains listing of state contracts, co-op agreements, GSA agreements, etc. used by department staff in the purchasing of goods and services.
- Participates in budget and strategic planning for the Department as it relates to the utilization of contract providers; works on pilot programs and other

- Plans and schedules acquisition of property for construction, maintenance and other assigned projects; determines procedures and objectives to
obtain property for public use; prioritizes project assignments based on project time limits; meets with and responds directly to officials regarding
real estate acquisitions; interacts with MSD on property matters including leases, sales, and acquisition of properties; confers with contract appraisers,
Prosecutor’s Office and property owners; may testify in legal proceedings. - Performs other duties as assigned.

- Demonstrates regular and predictable attendance.
Requirements:
- Bachelor’s Degree in Public Administration or related field
- 5 years of experience directly related to contracts management, and/or real estate management experience, knowledge and understanding
- Training and/or experience which evidences an advanced knowledge of government contracting terms and practices, intellectual property protection issues and managing personnel
- Training and/or experience which evidences a thorough knowledge of real estate law and contract negotiation techniques, and regulatory compliance
- Or equivalent
- Extensive public/community relations beneficial
- Valid driver’s license issued by the state of residency.
Preferred Qualifications:
- Real Estate License.
- Experience with professional service contracts and license agreements.
- Certified Project Manager (CPM), Project Management Professional (PMP) or similar certification in the field of Project Management.
- Certified Diversity, Equity and Inclusion Practitioner or similar certification in the field of Economic Inclusion and Equity.
