Position Overview: The Hampden County Sheriff’s Office (HCSO) is seeking a Program Supervisor II to oversee the administration, compliance, and fiscal management of state, federal, and private grants supporting adult education and vocational programming. This position plays a critical role in developing funding strategies, ensuring compliance, and collaborating with multiple agencies to enhance educational opportunities for justice-involved individuals. This is a full-time, in-person position at the Western Massachusetts Regional Women's Correctional Center in Chicopee, Mass. that is typically scheduled for a Monday - Friday, 8 am-4 pm shift, although the individual must work other shifts as needed and directed by their supervisor.
Key Responsibilities
Grant Management & Compliance:
- Write and manage budgets for various state and federal grants, including but not limited to ABE (285/563), Title 1 (306), Perkins V (452), MassSTEP (661), and High School Equivalency (850).
- Ensure compliance with all reporting and fiscal requirements for grants secured for educational and vocational programs.
- Serve as the primary grant writer and backup fiscal representative in the Grants for Education Management System (GEM$).
- Work closely with funding agencies (DESE, OCTAE, First Literacy, Dollar General) on program development.
Financial Oversight & Procurement:
- Collaborate with HCSO’s Executive Director of Fiscal Operations on grant budgets, revisions, and spending.
- Approve expenditures and requisition materials through Pros Purchasing based on grant budgets and program needs.
- Collect and analyze labor market data for grant applications.
Program Development & Supervision:
- Lead the Education in Transitions Program, conducting classroom observations and overseeing professional development plans.
- Oversee Library Services and ensure compliance with DOC, ACA, and educational program standards.
- Develop and monitor annual education goals and coordinate initiatives across departments.
Adult Education & Workforce Development:
- Represent HCSO at MassHire’s WIOA Task Force and DESE’s Adult Education in Correctional Institution (AECI) meetings.
- Assist with GED exam proctoring and training, ensuring accessibility for justice-involved individuals.
- Work with the CJO nonprofit on grant applications that require external partnerships.
MassSTEP Culinary Arts & HSE Program Oversight:
- Manage all aspects of the MassSTEP Culinary Arts and High School Equivalency (HSE) program for residents at WMRWC.
- Partner with Holyoke Community College (HCC) for program execution, budget management, and compliance.
- Oversee recruitment, enrollment, and scheduling of students, instructors, and guest speakers.
- Supervise HCSO’s MassSTEP teacher and advisor, ensuring high-quality instruction and program effectiveness.
- Organize graduation ceremonies, serving as Master of Ceremonies (MC) and coordinating invitations.
