Support, develop, and prepare various PowerPoint/white paper briefings and presentations related to acquisition matters, programs, and activities for senior level leadership. Appropriate acquisition planning is essential to ensuring the Department meets its responsibility for ensuring Government procurements are accomplished in the most economical matter. In accordance with Part 7 of the Federal Acquisition Regulation (FAR) guidelines, IT procurements (hardware, software, services, etc.) must have an Acquisition Strategy/Plan. Acquisitions are reviewed for opportunities to leverage shared services, as well as to ensure adherence to incremental or modular development.
The individual shall provide subject matter expert programmatic support along with DoDI 5000.02 expertise, guidance, and support to the SAP CIO office in conducting independent research and analysis to develop and provide recommendations in the drafting and/or review of acquisition-related documents. Programmatic support includes programmatic review, input, and recommendations for acquisition procurement packages. Historically, there are 12 acquisition procurement packages per year, acquisition procurement packages may include the following documents: Market Research documents, Performance Work Statements (PWS), Statement of Need (SON), Statement of Objective (SOO), Statement of Work (SOW), Work Breakdown Structure (WBS), severability plans, Requirements Checklist “508” Determination, Independent Government Cost Estimates (IGCEs), Determination and Finding (D&Fs), Source Selection Plan, Justification and Approvals (J&As), Requests for Information (RFIs), Acquisition Strategies, Acquisition Plans, Quality Assurance Surveillance Plans (QASPs), Sources Sought Notices (SSNs), acquisition Lessons Learned documents, Service Requirement Approval Documents (SRADs), Late Letters, Annual Service Requirement Review Board activities, and contract review to obtain leadership approval for contract extensions.
In addition, provide support and recommendations for acquisition-related material by providing programmatic insight, participation and support. All documents and information will be independently drafted, prepared, and coordinated with the Government for input and review, to ensure that the documentation meets the goals and objectives of the supported office and to ensure inherently governmental functions are reserved only for Government personnel. The Contractor shall prepare and draft support agreement MOA/MOU documentation and Service Level Agreements. This effort includes coordination with requesting agencies, Combatant Commands (CCMDs) and Agencies designated as an Executive Agent for IT SAP Systems or Services.
Qualifications:
Education: BA/BS
Experience: Minimum of 5-10 years of experience in federal acquisitions, procurement, or a related field.
Clearance: Must have Secret minimum; ability to obtain a TS
Skills:
Strong analytical and problem-solving skills.
Proficiency in market research tools and techniques.
In-depth understanding of federal acquisition regulations (FAR).
Excellent communication and interpersonal skills.
Ability to work independently and manage multiple tasks simultaneously.
Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
Work Environment:
This position typically operates in a secured professional office environment with occasional travel for meetings to the Pentagon.
