Liquor Inspector (Part-time)
The position of inspector (“Inspector”) for the Harford County (MD) Liquor Control Board (“Board”) involves enforcement of applicable alcoholic beverage laws (“ABL”), inspection of establishments which dispense alcoholic beverages, investigation of complaints regarding alleged violations of ABL and assisting licensees, prospective licensees and/or the general public in the understanding of those same laws.
RESPONSIBILITIES & DUTIES
Inspectors shall work primarily “…in the field…” and cover establishments throughout Harford County, Maryland (“County”). Such work involves varied hours including night hours, weekends, and holidays. Schedules are subject to change if, as and when the need arises.
Other duties may be required of Inspectors as needed including but not limited to the following, namely:
· providing Board Office coverage such as answering the telephone, taking messages, greeting visitors, and handling routine inquiries;
· assisting with clerical duties such as filing, copying and data entry;
· delivering correspondence and/or other written materials to various locations in the County;
· cleaning and fueling the Board’s inspection-related motor vehicle(s);
· assisting other Board Staff with his or her work assignments;
· attending trainings / meetings as assigned by the Board Administrator;
· posting signage for license-related activities at various locations in the County;
· measuring distances for Church and/or school requirements using Board-issued measuring wheel(s);
· conducting inspections for outside service requests; and performing such other tasks as may be assigned by the Board and/or its Administrator.
Inspectors must have the ability to read and interpret all ABL including but not limited to the Board Rules and Regulations (“Board Rules”). They are expected to conduct impartial investigations, to communicate effectively (in both oral and written form) and to deal diplomatically yet firmly in enforcing established standards.
Inspectors shall investigate complaints received from individuals, Board Members / Office Staff, telephone calls, and the like, collect relevant information and submit summary / violation reports to the Board Administrator. Enforcement of established standards will largely be the responsibility of the individual Inspector.
Inspectors must collect information, present full reports and attend / testify at Board Hearings as appropriate. A general knowledge of Court Procedures is required.
Inspectors should also have a general knowledge of business math for the purpose of auditing licensee records pertaining to sales, purchases, inventories, and payroll so as to ensure compliance with ABL requirements.
Inspectors must gain a complete working knowledge of the ABL including but not limited to the Board Rules in order to assist licensees, prospective licensees and/or the general public with an understanding of same.
COVERT ACTIVITIES
Being an Inspector involves constant and frequent requirements of covert activities. Such Inspectors are therefore required to spend the majority of working time “…on the road…” visiting licensed establishments to ensure licensee compliance with the ABL and/or Board Rules.
Each Inspector must be able to assess a licensee's ability to maintain a safe, orderly business as well as to ensure proper control and enforcement of pertinent provisions with regard to ABL violations. Some of the most frequent violations include sales to underage persons, gambling and serving after hours. Any alleged violation must be noted by Inspectors.
EVIDENCE COLLECTION
Following any investigative action inspectors must transport any evidence seized to the Board Office and prepare an associated evidence record to maintain the chain of custody and/or evidence control procedures. Evidence shall be appropriately described and secured by duly marking the same with an adhesive label depicting date, time, and location of incident as well as the name(s) of person(s) from whom such evidence was obtained.
LAW ENFORCEMENT COOPERATION
The Board tries to foster a mutual respect whereby the Board Office, Inspectors and all municipal, County and State law enforcement agencies operating within the County can build a professional working relationship. All Inspectors are therefore required to establish and maintain such a relationship with all such agencies. Inspectors should as a matter of professional courtesy periodically visit each such agency and may, prior to conducting operations in the respective jurisdiction(s), choose to make their presence in the area(s) known in the event assistance is needed. NOTE: Inspectors are reminded that their authority is limited to licensed establishments and only as representatives of the Board.
BOARD HEARINGS
Inspectors will be required to appear / remain at Board hearings and to present testimony before the Board relating to the facts and circumstances associated with any alleged violation(s).
INSPECTOR TRAINING
Each Inspector is required to attend training at the Board Office prior to field assignment. Such training will cover generally acceptable administrative, operational, and emergency procedures.
TRAINING CLASSES, SEMINARS, AND CADET OPERATIONS
Inspectors may be required to plan and conduct training classes for licensees and their respective employees regarding responsibilities of licensees.
Such Inspectors may also be required to plan and conduct training and/or informational seminars for other police agencies, schools, communities, churches, and the like.
Any Inspector may also be required to plan and coordinate compliance testing with Law Enforcement partners.
