Position Summary:

The Library Associate II Opening the Gift Coordinator coordinates outreach activities and conducts pre-school, early literacy, curriculum-based story time programs for children in licensed daycare home settings to help children develop listening skills, self-control and become comfortable with adults all necessary skills on the path to school readiness. Meets minimum public service hours as defined by Library Administration.

Essential Duties:

  1. Coordinates outreach activities for children and families throughout the county.
  2. Coordinates and conducts the Opening the Gift program early literacy program for Licensed Day Care Providers in the county.
  3. Reviews program applications and updates eligible participating licensed day care homes into database.
  4. Conducts annual program evaluations and reports on findings.
  5. Plans, assembles, and arranges materials to include, but not limited to, flannel boards, coloring sheets, etc. for monthly early literacy story time-based programs.
  6. Creates HCPL Preschool Traveling Library newsletter.
  7. Prepares and revises as necessary, monthly site visit schedule.
  8. Orders all necessary materials for program use such as puppets, special collections, etc.
  9. Conducts orientations and provides training materials for relicensing credits for licensed home day care providers as approved by the Maryland State Department of Education.
  10. Maintain day care center records as required by MSDE.
  11. Maintains statistical information as required by MSDE and HCPL.
  12. Coordinates and schedules outreach activities and events for library participation.
  13. Provides information service, assists customers with the use of library resources and materials including computers, technology, books and more.
  14. May provide training to staff and customers.
  15. May oversee areas of the collection.
  16. Prepares reports as required.
  17. Conducts daily inspections of the vehicle to ensure proper fluid levels and tire pressure before departing for outreach centers.
  18. Reads maps and follows written or verbal geographic directions to licensed day care homes.
  19. Obey traffic laws and follow established traffic and transportation procedures.
  20. Prepares and compiles required reports and statistics.

Standard Functions:

  1. Serves on committees and participates in workshops, seminars, and training as requested.
  2. Represents Library at various outreach activities, as needed.
  3. Notifies Supervisor with suggested ways to improve the efficiency and effectiveness of personnel and procedures and system-wide goals and objectives.
  4. Learns new skills and technologies to retain proficiency in areas of expertise.
  5. Is dependable and punctual.
  6. Provide excellent customer service and maintains a positive, friendly, and cooperative attitude and provides consistent customer service.
  7. Upholds all library policies and procedures as defined in Harford County Public Library’s Policies and Procedures Manual.
  8. Performs other duties as assigned.

Minimum Requirements:

  1. Bachelor’s Degree.
  2. Completion of State of Maryland Library Associate Training Institute program or nine (9) credits of formal academic course work in library science from an ALA approved institution.
  3. Two (2) or more years of related experience.
  4. Computer experience including internet, use of computer databases and downloading digital materials to a personal device.
  5. Ability to provide documentation and maintain a valid Driver’s License with no more than 3 points.
  6. Ability to obtain and maintain a favorable criminal background report.
  7. Ability to work day, evening, and weekends hours.

Knowledge, Skills, and Abilities:

  1. Working knowledge of library practices and procedures, including accurate use of current reference and search tools and the standard automated library system.
  2. Skilled in planning and scheduling.
  3. Excellent time management skills.
  4. Working knowledge of the principles and practices of reference and reader’s advisory services.
  5. Ability to operate relevant computer systems, including hardware and software, and office machines.
  6. Knowledge of Microsoft Publisher, Access, and Google Forms.
  7. Working knowledge of electronic resources, including the Internet and bibliographic utilities.
  8. Ability to train staff, volunteers, and other people as appropriate.
  9. Ability to develop and present programs.
  10. Ability to be adaptable, flexible, and patient with customers and staff.
  11. Strong communication skills, both verbal and written.
  12. Strong customer service skills.
  13. Basic math skills.

Reporting Relationship: This position reports to the Senior Assistant Branch Manager Children’s Services. Does not supervise staff. May supervise volunteers.

Work Environment:

  1. Work requires frequent physical effort in handling of materials, between 30 45 pounds, in a nonstrenuous work environment. For example, moving a cart containing materials from the van inside the day care center.
  2. Work also involves standing or walking up to 60% of the time.
  3. Observes safe workplace avoidance of trips and falls, proper lifting techniques and following fire regulations.
  4. Ability to travel to branch/outside locations is required.
  5. May require working in adverse weather conditions and exposure to dirt, dust, and unpleasant odors.

Work Week:

The work schedule includes day, evening, and weekend hours.
