What are the responsibilities and job description for the STRATEGIC MARKETING COORDINATOR (PERM/FT/BENEFITS) position at Harford County?
This position serves as the marketing coordinator and creative strategist for Harford County Office of Economic Development (OED). Under supervision of the Deputy Director, this position works closely with Graphic Designer to develop, design, implement and measure strategic marketing campaigns in various mediums to attract and retain targeted business sectors to Harford County. OED team interactions are regular; associates in other county departments and community organization members of the Economic Development Advisory Board will likely be engaged. Ability to conceptualize, articulate and visually present strategic marketing materials, develop and track editorial calendar, and measure effectiveness of outreach is required; strong writing skills highly desirable.

- Work to develop and promote Harford County’s Office of Economic Development strategic initiatives aligned with the County Executive’s priorities.
- Assist in developing responses to constituent inquiries about economic related topics.
- Coordinate marketing materials that support new and existing businesses’ needs, promote the resources available through OED’s programs as executed by Business Development Associates, and generate a sense of placemaking.
- Develop economic development related press releases that speak to OED activities and initiatives, disseminated through the County Executive’s Office; augment media distribution to technical and trade editors.
- Work collaboratively with the Economic Development Advisory Board’s Marketing Committee.
- Actively identify tradeshows, exhibits and advertising placement that positions Harford County for business attraction opportunities.
- Maximize effective use of digital and print communications to target defense, technology, healthcare and manufacturing companies to evolve from prospects to job creators in Harford County.
- Work collaboratively with graphic designer to develop messaging on point, create thematic campaigns, and measure effectiveness.
- Work with County Executive’s Office to align County branding while creating a niche approach to attracting companies and start ups that generate a highly skilled workforce.
- Create ads, banners, stat reports, feature articles; develop podcasts and coordinate video production that deliver timely and concise economic development messaging to target audiences.
- Effectively manage marketing budget; determine priorities and leveraging advertorial opportunities. Maintain an editorial calendar that is proactive and thematic; look for State and Regional partnership advertising opportunities, both nationally and internationally.
- Develop marketing campaigns that are aligned with outcomes of the Economic Development Strategic Plan
- Maximize sourced data in generating marketing messaging.

KNOWLEDGE, SKILLS, AND ABILITIES:
- Working knowledge of Microsoft Office Suite, Adobe Creative Suite
- Strong written and verbal communication skills a plus; ability to transpose technical language for public consumption desirable
- Ability to work independently with minimal supervision, or as part of a team, and in concert with County Executive’s Office
- Detail oriented, effective time management skills, and ability to manage multiple projects concurrently are keys to success in this position
- Ability to innovate novel ideas and be flexible in strategy; receptive to constructive feedback
- Effective command of basic photography and social media posting desirable
- Knowledge with digital marketing, including utilization of various social media platforms
- Knowledge of Salesforce a plus
EDUCATION:
Bachelor’s degree in marketing, communications, business or other related degree from an accredited college or university preferred; Associate’s degree with demonstrated experience in marketing-related field considered.
EXPERIENCE:
Three (3) years of experience in marketing, communications, or business is highly desirable.
LICENSE:
Possession of a valid Class “C” non-commercial driver’s license with no more than three (3) points. May be responsible for driving to various County sites for video production, photography for events, exhibition set up.Please be advised this position requires a valid driver's license. - Applicants may substitute additional experience as defined above for the required education at the rate of one (1) year of experience for one (1) year of education.
- Applicants may substitute graduate education in the fields stated for the required non-supervisory or program/project experience.
- College option requires proof by selected candidate.
Salary : $70,000 - $75,000
