General Description – The Executive Director has the overall responsibility for creating, planning, implementing, and integrating the strategic direction of the organization. This includes responsibility for all components and departments of the Cabell-Huntington Coalition for the Homeless. The Executive Director reports to the President of the Board of Directors.
Essential Functions:
- Successfully lead and manage the Cabell-Huntington Coalition for the Homeless according to the organization’s mission and the direction outlined in the strategic plan.
- Support the board and staff to create, implement, monitor, and revise strategic and tactical plans.
- Support effective board oversight by developing a strong, constructive relationship with the board of directors. Plan meeting agenda. Provide information that enables reasonable oversight and effective decision-making. Provide monthly status reports on budget and financial operations, as well as programmatic progress. Facilitate the orientation of new board members.
- Develop, monitor, and manage the annual budget. Develop and implement strategies to sustain and grow revenue. Control utilization and conservation of physical and financial assets.
- Provide leadership, guidance, and development to the leadership team, consisting of the First Steps Director, Director of Shelter Operations, program coordinators of the RRH, CARE, HEART, The Center, and Affordable Housing programs, and the Assistant Director. Provide direct supervision for First Steps, Rapid Rehousing, Affordable Housing, the Assistant Director, and the Finance Manager.
- Provide leadership, direction, and guidance to the organization’s activities. Create and maintain an organizational structure that supports fulfillment of the Cabell-Huntington Coalition for the Homeless’ mission and implementation of strategic plans, while providing for delegation of authority and responsibility. Assess organization needs and support development of key competencies and capabilities through organizational learning and hiring practices. Create and maintain appropriate policies and procedures, complete annual planning, and routinely assess progress and results. The Executive Director is accountable for all personnel hiring and terminations.
- Create and maintain an effective working environment reflecting an atmosphere of mutual understanding, respect, and cooperative relationships between members of the staff, administration, and the program participants. Support this environment through policies and procedures, annual planning, and assessment of progress and results.
- Ensure that the Cabell-Huntington Coalition for the Homeless is compliant with all grant contracts and any federal or state bodies regulating those funding sources.
- Serve as main point of contact for regulatory bodies and funders. The Executive Director is the signatory authority for contracts and grants.
- Promote community awareness of the Cabell-Huntington Coalition for the Homeless’ mission and a broad understanding of the needs or persons experiencing homelessness, at-risk of homelessness, or formerly homeless.
- Collaborate, foster support, and maintain positive relationships and image with community groups and agencies.
- Serve as the President of the Cabell-Huntington-Wayne Continuum of Care, ensuring that the CoC functions in compliance with HUD regulations, fostering collaboration across the continuum, and organizing the creation of the annual NOFO for Continuum of Care funding. Organize CoC training. Support CoC members in revising and updating the strategic plan. Successfully lead the CoC according to the CoC’s mission and strategic plan.
- Perform other duties, responsibilities, or functions delegated by the board of directors.
Minimum Education & Experience
Bachelor's degree or higher is required. Must have at least 2 years experience with managing and reporting on multiple grant projects. Must have management experience, preferably relating to non-profit organizations and staff. Must have excellent written and verbal communication. Must be familiar with Microsoft office and other basic computer programs (Word, excel, Adobe, etc).

- Passion for the Cabell-Huntington Coalition for the Homeless’ mission and for ensuring that homelessness is rare, brief, and non-recurring.
- A broad knowledge of homelessness and behavioral health needs; knowledge and experience with homeless programs and management of HUD-funded programs.
- The capacity to facilitate visionary thinking and to articulate a clear, collective vision that will motivate and inspire staff and the board.
- The commitment and capacity to engage and support a staff that is deeply engaged in its advocacy and strategic role.
- The ability to form partnerships and alliances, engaging others in fulfilling the agency mission. Experience in managing contracts and grants.
- A strong public presence and the ability to represent the Cabell-Huntington Coalition for the Homeless to a wide range of audiences and stakeholders.
- Knowledgeable concerning public policy issues affecting people with mental health and addiction recovery needs, able to discuss and advocate these issues in public forums.
- Effective analytical and problem-solving skills incorporating creativity and innovation.
- Must have a high level of competency across all management and leadership areas: management and administrative competencies including advocacy, community engagement, facilities management, finance, fundraising, human resources, supervision, and training.
- Must possess leadership capabilities including: communications, conflict management, managing and developing others, team building, customer focus, diversity, relational influence, initiative, flexibility, process improvement, creativity and innovation, goal attainment, financial management, basic principles, and inspirational leadership.

Pay: $55,000.00 - $65,000.00 per year
