POSITION SUMMARY

Responsible for all aspects of the Health Department’s WIC program, ensuring the delivery of high-quality nutritional services to eligible women, infants, and children. Ensure that all components of the program are carried out in an efficient and effective manner in accordance with agency, state and federal regulations, policies and procedures. The position provides leadership to WIC staff to ensure adequate support and training, coordination of efforts, delivery of high quality and evidence-based services, as well as responsible use of resources.

The regular work schedule is Monday-Friday 8:00-5:00 p.m. (one hour daily for lunch). This position may require rotation with Nutritionist Tuesday, Wednesday and Thursday 8:00-6:00pm.

Hiring Range: $60,935.00 to $70,837.00

DUTIES AND RESPONSIBILITIES

70%: Supervision, managerial and administrative work in the development, management and evaluation of the Health Department's WIC program.

  • Ensure that all components of a local WIC Program are carried out in an efficient and effective manner in accordance with agency, state and federal regulations, policies and procedures.
  • Supervise, plan, coordinate, direct all activities and personnel functions of the WIC Division. Staff includes approximately four professional employees' nutritionists and six clerical support staff along with contract employees.
  • Provides supervision and overall management for WIC team.
  • Reviews ongoing clinic needs to revise operations to maximize optimal client service and outcome measures.
  • Provide technical assistance, coaching, counseling, training and development to WIC staff.
  • Make staffing decisions within the division including recruitment, hiring, training, performance evaluation, scheduling of workload, and promotion and retention of personnel.
  • Draft job descriptions and develop annual staffing plans consistent with licensing requirements, federal mandates, projection of caseload and funding, program goals, and identified community needs.
  • Compile, maintain, and review all reports, daily work records, payroll information, work specifications, and appropriate personnel documentation within the division.
25% Fiscal Responsibilities :
  • Prepare, justify, analyze, adjust, and monitor the WIC budget; authorize purchase orders and expenditures for the division and monitor revenues and expenses.
  • Responsible for records of program performance, food benefits issuance, and outreach plans for expansion.
5%: Outreach/Consumer Services:
  • Anticipate and responds to customer needs. Addresses and resolves client complaints. Addresses escalated customer service requests and complaints, providing support and resolution at an advanced level.
  • Ensures the promotion of WIC and provides public education and federally mandated outreach on division services via media, health fairs, seminars, and information flyers, and provide information to elected officials as requested or as necessary.
  • Assists with the integration of WIC services with other county health department programs and community agencies.
  • Develops working relationships with community partners including health care providers, social service organizations and internal Health Department programs.
  • Respond to public health emergencies as required by the department or division administration. The WIC Department may be required to perform other duties as assigned.
Knowledge’s, Skills and Abilities:


Thorough knowledge of principles and practices of the field of nutrition. Thorough knowledge of dietary assessment techniques. Considerable knowledge of the principles of supervision and management. Considerable knowledge of current research findings and trends. Considerable knowledge of community resources and socio-economic groups. Skill in interviewing, counseling, and dietary assessments; ability to plan, develop, direct, and evaluate a nutrition program; ability to train and supervise students, interns, administrative support and professional staff. Ability to establish rapport with community agencies and groups such as hospitals, hospice, medical society, civic groups and schools.


MINIMUM QUALIFICATIONS

Required Minimum Qualifications

Graduation from a four-year college or university with a bachelor's degree in food and nutrition, public health nutrition, or dietetics and 3 years of program administration or supervisory experience plus ADA registration eligibility or master's in public health nutrition or nutrition and two years of program administration or supervisory experience plus ADA registration eligibility; or equivalent combination of education and experience.

License or Certification Required by Statute or Regulation:

Must have or obtain and maintain a valid North Carolina driver's license with an acceptable driving record.

  • Consequence of Error: Documenting incorrect or incomplete information in the Certification, Care Plan, Issue Benefits, or Scheduling System screens in the NC Crossroads WIC Information System family could inappropriately provide incorrect information to other WIC Offices within North Carolina or out-of-state and other health care professionals who rely on the medical record.
  • Instructions Provided to Employee: Instructions provided to employees also known as work guides, user manuals, provided include the State WIC office concerning implementing policies and procedures. Define the goals, objectives, and performance expectations for each core responsibility. Ensures compliance with all federal, state, local, and department laws, regulations, and requirements. The Public Health Administrator provides instructions in county policies.

  • Supervision Received by Employee: This position works under the supervision of the Local Public Health Administrator. Quality assurance audits are conducted according to Federal and State WIC Program guidelines and local agency guidance. Work is periodically reviewed by the State and Regional Nutrition Consultant Staff.
  • Variety and Purpose of Personal Contacts: Performs a variety of administrative tasks. This position will have contact with persons of all socioeconomic and educational levels. The purpose of these contacts will range from comprehensive and hands-on nutritional services in addition to consulting with local physicians and health care providers. Employees may interact with upset members of the public or their representatives while enforcing departmental policies and procedures.
  • Physical Effort: The work is mostly sedentary. Requires sitting for prolonged periods of time. Works for sustained periods of time maintaining concentration and attention to detail. The employee occasionally drives a motor vehicle. Requires eye-hand coordination and manual dexterity necessary to utilize computer keyboard in preparing reports. Some local travel by car may be occasionally required for outreach activities, and vendor monitoring. Long distance travel may be needed for training and continuing education purposes. Works for sustained periods of time maintaining concentration and attention to detail. The employee is required to type, file and lift supplies up to thirty (30) pounds.
  • Work Environment and Conditions: This job operates in an office, clinic, or other environmentally controlled building. Work is performed in an office setting as well as offsite clinic work sites. Work occasionally exposes to high-stress situations including contact with clients and/or the public in uncomfortable, confrontational, and emotionally charged circumstances. The noise level in the work environment is usually moderate. Other conditions common to a clinic environment. Periodically works at outside locations when participating in outreach activities and health fairs in addition to assisting with vendor monitoring.

  • Visual Attention, Mental Concentration and Manipulative Skills: This position requires knowledge and the capability to provide information about the WIC Program operations. All job duties performed require mental concentration. This position requires visual attention, comprehension, and effectiveness in reading medical records, reviewing infant and children growth charts, evaluating prenatal weight gain charts, and completing assessments of the participant’s verbal and non-verbal communications. Responsible for program budgets as well as program compliance to local, state and federal requirements. Must be a good planner and organizer. Must continually assess programs and update interventions as needed. Conducts performance evaluations and other required assessments according to program protocol.
  • Safety for Others: Work needs to be performed in a safe working environment. Responsible for ensuring compliance with state, federal, and local regulation. Follows all Harnett County Health Department safety policies and procedures. The WIC Office is to remain uncluttered and have minimum child safety features. Cabinet locks and electrical outlet plugs need to be used in all areas by staff and clients. Safety hazards are to be reported.
  • Dynamics of Work: Responsible for ensuring that work is carried out in accordance with established health department and State nutrition program standards and procedures. Work responds to changing federal and State policies, procedures, and guidelines as it relates to the administration of the State supported nutrition programs. Professional application of knowledges and skills may be modified as nutrition programs change. Ensures program integrity.
