Job Description Summary:

Work as a Child Support Agent II involves the investigation, initiation, preparation, organization, and enforcement of child support orders in the Child Support Enforcement program; while ad hearing to all State and Federal timeframes. The employee performs the services of non-custodial parent location, paternity, support establishment and enforcement, also to include establishment of medical insurance coverage provisions in the order and enforce when available if appropriate. There is also in-depth investigation and preparation of cases for court, the enforcement of court support orders and variables affecting a case and the independent role in presenting cases (with the child support attorney) in the courtroom.Responsibilities and Duties:

3%       Intake:
  • Interview, collect and assess information to ensure ACTS (Automated Collection and Tracking System) opens case at the appropriate level for all public and non-public assistance clients.
  • Interviews clients to explain services and laws regarding child support.
  • Advise clients on the importance of legally establishing paternity for children born out of wedlock.
  • Interview and advice non-custodial parents regarding responsibility for dependent children.
 
3%       Locate:
  • The agent must locate the non-custodial parent using all available sources and ensure correctness of the information, analyze the information and determine appropriate steps to take as well as documenting attempts and locates appropriately in ACTS.

10%     Establish Paternity:
  • Review the case to determine if paternity is an issue.
  • Determine appropriate action to establish paternity voluntarily or through court action preparation and court filing procedure
  • Arrange genetic DNA testing as needed, documenting scheduling and outcome in ACTS as well as notification.
  • Interview and counsel the client and non-custodial parent regarding responsibilities; complete necessary forms, affidavit of parentage and/or order of paternity if appropriate.
 
15%     Establish Support:
  • Interview client and NCP in order to verify income, expenses and insurance availability.
  • Utilize the NC Child Support Guidelines to determine support amount using applicable worksheets.
  • Prepare legal documents including Voluntary Support Agreement or lawsuit documents.
  • Proceeds with court action to establish support if needed.
  • All information to be documented and dispositioned correctly and accurately in ACTS as appropriate.
 
15%     Enforcement:
  • Monitor the terms of the court order through reviewing information in ACTS
  • Identify cases in delinquency status and determine appropriate enforcement action
  • Initiate action after the appropriate enforcement tool is determined and complete all ACTS documentation.
 
17%     Court Activity:
  • Testifying, negotiating prospective payment plans, prepare appropriate court orders as needed and conferences with the child support attorney as well as the parties all while wearing appropriate court attire and using proper courtroom etiquette.
  • Prepare payment history for court; employment/wage determination; other case information that may affect worksheet computation.
  • Modifications of court orders as appropriate per both agency motion filing and/or Defendant filings, which also require scheduled court hearings.
 
15%     Financial Management:
  • Responsible for the financial management and accounting of child support orders
  • Monitor and reconcile accounts and determine distribution of money.
 
5%       Case Maintenance:
  • Update automated system as need arises based on new or additional information received
  • Routinely assigned duties involving working reports to ensure all areas of information remain accurate involving individual caseloads.
 
10%     Customer Service:
  • Communicates routinely with clients, non-custodial parents, employers and co-workers as well as community partners such as the Sheriff’s Department, Clerk of Court and attorneys as well as other states child support agents. 
 
7%       Interstate:
  • Process cases coming into NC from another state or county through the NC Central Registry.
  • Process cases that cannot be handled in this state according to applicable laws.
 
This employee may perform other duties as assigned by the Manager and/or Supervisor.  These duties may include shelter management services at times of natural or man-made emergencies.Knowledge, Skills, and Abilities:

  • Thorough knowledge of Child Support Enforcement, related legal procedures, judicial operations and office management practices and procedures.
  • Skills in interviewing, investigating, analyzing case variables and getting information to build a case.
  • Ability to organize and summarize case information, ability to represent program in oral and written form
  • Skills using Microsoft Office applications.
  • Ability to work effectively in a team oriented office environment and work independently,
  • Ability to manage multiple priorities and time sensitive projects, excellent communication skills.
  • Ability to coordinate and monitor office procedures and workflow.
 
Education/Certification:

A four year degree and six months experience in eligibility, investigative, judiciary, or legal work that provides knowledge, skills and abilities needed to perform the work; or an associate’s degree in business administration, human resources, law enforcement or closely related degree and two years of experience in eligibility, investigative, judiciary or legal work that provides knowledge, skills and abilities needed to perform the work; or graduation from high school and three years experience in eligibility, investigative, or legal work that provides knowledge, skills and abilities to perform the work; or an equivalent combination of education and experience.Work Environment/Location/Physical Demands:
 
Location and working conditions are in an office environment or courtroom setting. Travel is required to attend training, conferences, meetings and other work-related activities. Physical efforts required are those of normal office setting.  However, one must be physically and mentally alert in order to prevent errors.  In addition, one must have physical and mental stamina, which will enable one to maintain a sense of calmness and exercise self-control in dealing with difficult issues and or individuals.
