About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.  


What you will do at Harris County Flood Control District:

Harris County Flood Control District (District) is seeking exceptional, detail-oriented and qualified candidates for the role of Contract Administrator.


The Contract Administrator is responsible for managing the full lifecycle of contracts and agreements for the District. This includes strategizing, planning, executing, and overseeing contracts from negotiation and preparation to purchase order creation, invoice review, renewals, and amendments. The role ensures compliance with procurement and legal requirements while supporting project managers and departmental staff. The Contract Administrator also plays a key role in developing contracting strategies, promoting continuous improvement, and enhancing contract-related processes across the District.

 

Essential Functions and Duties:
  • Manage the end-to-end contract lifecycle, supporting project managers and District staff in requisitioning and maintaining purchase orders (POs), creating and managing work authorizations (WAs), and ensuring timely contract renewals and amendments.
  • Collaborate with senior contract administrators, project managers, and legal staff to draft, review, and execute contracts through the Commissioners Court approval process.
  • Monitor executed contracts confirming receipt of service of commitments issued, ensuring payment of received services, and closeout of commitments and contracts or agreements.
  • Assist in managing and improving standard contract templates and boilerplates in collaboration with legal staff to ensure consistency and compliance with District policies.
  • Develop and implement contracting strategies for various agreement types, including professional services, construction services, land use agreements, administrative services, and technology agreements.
  • Work with Harris County Purchasing, Auditors, and other departments to ensure compliance with procurement policies and processes.
  • Collaborate with divisional/departmental staff to incorporate grants and partner agreements into broader contracting strategies.
  • Serve as a liaison between internal stakeholders, subject matter experts, and external vendors to identify and address contract-related needs and issues.
  • Support project and maintenance teams to review project deliverables and ensure solutions meet business requirements within assigned timelines.
  • Prepare contract status reports for continuous monitoring and reporting to executive staff.
  • Maintain excellent communication with across departments on contracts related matters.
  • Coordinate and lead meetings with internal and external stakeholders to resolve contract-related issues that could impact project delivery.
  • Assist with the development of business processes and policies to improve contract management practices and act as the business process owner for contracts and agreements.
  • Assist with other department and/or HCFCD’s projects, as appropriate.
  • Perform other duties that may be added or changed as the course and scope of the job directs.

Education:

  • High school diploma or G.E.D. equivalent from an accredited educational institution

Experience:
  • Five (5) years of experience in contract administration
  • Strong knowledge of contracting strategies, risk mitigation, and legal agreements.
  • Familiarity with ERP applications and contract management software.
Comparable combination of education, training and/or experience may substitute on a year-for-year basis

Licensure:
  • Valid Class "C" Texas Driver’s License
Knowledge Skills, and Abilities:
  • Strong analytical and task/time management skills.
  • Proficient in Microsoft Office Suite, especially Word and Excel, with the ability to use other relevant applications.
  • Strong verbal and written communication skills, with the ability to engage with diverse audiences, including executives, project managers, and external vendors.
  • Demonstrate ability to:
  • Work independently with limited supervision and exercise sound judgment.
  • Prioritize tasks, manage multiple projects simultaneously, and maintain excellent organizational skills.
  • Collaborate effectively with internal and external stakeholders.
  • Write detailed documentation and maintain accurate records.
  • Adapt to a fast-paced environment with diverse reporting needs.

Education:

  • Bachelor’s degree from an accredited college in Business Administration, Public Administration, Contract Management, or a related field (preferred) 

Experience:

  • Experience in the public sector (preferred)

  • Frequent stooping, bending, reaching, lifting, and carrying items up to 11 pounds and occasional lifting of up to 20 pounds.
  • Frequent sorting, filing, shelving, and handling documents, books, files, file drawers, and related materials and equipment required for clerical operations.
  • Frequent driving of a vehicle with automatic controls or four-wheel drive.
  • Occasional walking up and down steep slopes of ditches or on rough and uneven surfaces or ground such as sloping terrain, plowed or furrowed areas or construction sites.
  • Occasional ascending/descending stairs; prolonged sitting for extended periods of time.
  • Work is generally performed indoors in a normal office environment with acceptable lighting, temperature, air conditions, and noise levels.
  • When at field locations, may be exposed to significant levels of heat, cold, moisture, air pollution, wind and dust, wildlife, flying/walking insects, vibration and/or noise in excess of 85 decibels.
