What you will do for Harris County Precinct 4 (HCP4)
Harris County Precinct 4 is seeking a highly qualified candidate for our Financial Analyst - Capital Projects & Initiatives (FA-CP&I) position. The FA-CP&I will support the financial oversight of capital projects and project-based initiatives by focusing on cost management, funding allocation, and budget monitoring. This role ensures financial efficiency and contributes to the successful execution of projects. The position is responsible for managing project business case forms, monitoring project budgets, and providing accurate financial reporting, while also overseeing key project management activities to drive timely and cost-effective project completion.
Job Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed.- Oversee the financial aspects of capital projects, ensuring proper cost management and funding allocation.
- Monitor and report on project budgets to ensure alignment with financial goals and overall project success.
- Review and manage project business case forms, ensuring accuracy and consistency with budgetary guidelines.
- Collaborate with project managers to track financial progress and resolve any issues impacting project costs.
- Prepare regular financial reports, providing insights into project expenditures, funding needs, and financial forecasts.
- Ensure compliance with organizational financial policies and procedures for all capital projects.
- Assist with the development and maintenance of financial models for project cost estimation and funding analysis.
- Provide support for internal and external audits related to capital projects and financial reporting.
- Participate in project meetings, offering financial perspectives to assist in decision-making and project planning.
- Proactively identify financial risks or inefficiencies and work with stakeholders to implement solutions.

Education:
Bachelor’s degree in Business, Economics, Finance, Accounting, Public Policy/Administration, or related field from an accredited college or university.
Experience:
Two (2) years of experience in a financial, analytical, or consulting experience related to the type of work being performed
- Intermediate proficiency in Excel which includes but is not limited to advance formula usage (e.g., VLOOKUP, INDEX-MATCH, IFERROR, PIVOT TABLES), data sorting and filtering, data compilation and manipulation, and conditional formatting.
- Outstanding organizational and time management skills with proven ability to organize, prioritize and analyze multiple and shifting priorities, projects, and deadlines
- Ability to work effectively, efficiently, and independently with minimal supervision
- Proven experience in financial analysis, project budgeting, or capital project management.
- Strong understanding of financial management principles, cost allocation, and reporting processes.
- Excellent analytical skills with the ability to identify issues and recommend solutions.
- Proficiency in financial software and tools; experience with project management software E-Builder is a plus.
- Strong communication skills and the ability to collaborate effectively with project teams and stakeholders.
- Attention to detail and the ability to manage multiple priorities in a fast-paced environment.
- Strong knowledge and experience working with PeopleSoft, Outlook, Word, Excel, PowerPoint, PowerBI.

Work Environment and Physical Demands:
- This position requires a significant amount of time outdoors and exposure to a variety of environmental and extreme weather conditions. This position also requires traveling to parks located throughout the precinct and at long distances. The ability to work outdoors during all seasons and to drive safely is essential. The ability to operate standard office equipment and software platforms is required.
- Essential functions involve significant physical demands related to repeated lifting of up to 50 pounds unassisted, 100 pounds with assistance rarely; carrying tools, materials, and equipment over rough terrain; climbing, reaching, and bending. Frequently to walk, sit, talk, drive, hear, bend, stoop, twist, and balance.
