Position Overview:
Holistic Assistance Response Teams (HART) is a Harris County program created to dispatch 911 and other calls to interdisciplinary unarmed, first responder teams, trained in behavioral health and on-scene medical assistance. The HART program aims to improve community health and safety by quickly providing the appropriate response to residents experiencing homelessness, behavioral health issues, or non-emergency health or social welfare concerns, and to reduce unnecessary law enforcement or hospital-based interventions for non-emergent 911 calls. HART teams include Crisis Intervention Specialists (CISs) and Emergency Medical Technicians (EMTs).
The role of the HART Medical Director includes overseeing the HART EMTs and all aspects of first responder operations, including policy and protocol development, implementation, and training, as well as management and audit of emergency medical care services. The Medical Director shall provide direct oversight of EMTs and medical services in accordance with the Texas Medical Board and Texas Administrative Code.
Duties & Responsibilities
Approves and monitors the level of pre-hospital care rendered locally by all HART EMS personnel under supervision by establishing and monitoring compliance with field performance and training guidelines, meeting DSHS standards; and medical and standing delegation orders.
Directs system audit, quality assurance, and risk management programming
Determines standards for all medically related aspects of HART EMS operations
Functions as primary liaison to the community and medical professionals; working with CHVPS and HART administration to take appropriate remedial or corrective measures for EMS personnel performance
Develops and implements protocols for the management of patient care incidents
Monitors compliance with state and local regulations, while developing and maintaining medical protocols for alternative 911 incidents
Participates in the development of policies and decisions relating to ethical issues
Works with CHVPS leadership in developing the mission, goals, and policies
Cooperates with other parties in dealing with regulatory agencies related to any clinical practices
Recognizes cultural, racial, and other issues that impact treatment, relationships, and communications, and integrates that knowledge to work effectively with diverse cultures
Any additional duties that may arise as the HART Program evolves.

Education:
Medical Doctorate or Doctor of Osteopathic Medicine Degree
License/Certifications:
Valid MD/DO Texas Licensure
Valid DEA License
Must be able to supervise Emergency Medical Technicians in accordance with the Texas Medical Board
Registered as an EMS medical director with Texas DSHS
ACLS Certification required
Cannot serve as medical director for more than 20 EMS providers without a waiver
