What you will do for Harris County Precinct 4 (HCP4)
The Operations Division is in search of a proactive and achievement-oriented Operations Communications Strategist. The selected candidate will manage all communications related to the work of the Operations Division. That work will include aiding in the preparation of meetings, reports, memos, talking points, scripts, presentations, social media posts, speaking engagements, and more. Given the dynamic nature of our work in Operations, this position demands a keen eye for detail and effective coordination and collaboration skills.
Job Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed.- Liaison between the Operations Division and Public Affairs Divisions, working with various levels of leadership.
- Identify opportunities to highlight accomplishments and initiatives.
- Observe all phases of Operations projects and translate them into easily understandable terms for the public.
- Act as a central hub for the reviewing and editing of all programmatic content, including flyers, calendars, digital content, etc., for Precinct 4 parks, community centers, and special events.
- Facilitate and enhance staff interactions with the public at various meetings and events through the creation of talking points, briefings, etc. ensuring a consistent and engaging message, staying true to our brand and standards.
- Assist in preparing presentations, press releases, reports, memos, maps, etc.
- Draft and implement SOPs for bulletin notices, emergency notifications, and public awareness initiatives.
- Assist in planning and logistics for groundbreakings.
- Manage communications strategy for project notifications impacting residents.
- Develop and ensure the execution of communications plans, which include tactics across platforms (social, web, newsletters, graphics, printed materials, etc.)
- Attend regular editorial meetings with the Public Affairs team to maintain alignment with precinct-wide initiatives.
- Ensure all internal and external communication is consistent with Precinct 4 messaging and follows AP Style and established Precinct 4 visual and written style guide.
- Establishes and maintains an effective system of communications throughout Precinct 4.
- Other duties as assigned.

Education:
Bachelor’s degree in communications, marketing, or a related field from an accredited college or university
Experience:
Three (3) years of experience in communications, planning, management, and/or public-facing role

- Experience working in a government environment. (preferred)
- Experience with software systems such as Kitcast, Canva, Microsoft SharePoint, Microsoft Office, and/or Monday.com. (preferred)

Work Environment and Physical Demands:
- The department seeks to empower constituencies to address issues of systemic change through coalition building and collective action. This job requires day-to-day attendance of events, meetings, and outreach efforts around Precinct 4, which requires physical travel. Physical demands include traveling with outreach packets, tables, tents, and other necessary materials.
