Position Summary:
The policy analyst is a key contributor to the Policy Division in the Harris County Universal Services (HCUS) Department. The policy analyst assists in the research, development, socialization, implementation, and annual review of County-wide policies that govern the current HCUS portfolio, including Information Technology, Public Safety and Justice Technologies, 311, Fleet, and Information Governance. The policy analyst assists in communication about and ensuring access to the policy portfolio including the development and maintenance of a portfolio platform.
What You'll Be Doing:
Produce new and review existing policies and related briefs in alignment with HCUS goals.
Deliver clear, effective, and strategic communication, including briefing materials and presentations, to a range of audiences and stakeholders.
Review federal and state legislation to inform leadership and impact into policy development.
Develop and maintain collaborative relationships with County agency and department staff, community partners, and other stakeholders.
Create efficient and friendly business workflow processes and suggest improvements.
Represent Harris County and HCUS Executive Director and CIO in policy, research, and innovation conversations with internal and external stakeholders.
Execute other duties as assigned.

Education:
Bachelor's degree from an accredited college or university
Experience:
Minimum two (2) years of experience in relevant positions with increasing responsibility. (Master’s degree will be accepted for two (2) years of experience)

Strong sense of urgency and engagement in designing best practice policies for county government
Excellent oral, written, and presentation skills and adept to succinctly convey complex information.
Strong collaborative skills and ability to work autonomously with accountability.
Ability to develop and drive new initiatives, work cross-departmentally, work within multidisciplinary teams, oversee projects to completion, and track results.
Applicants for this position will be subject to a criminal background check that includes being fingerprinted. Automatic Disqualification:

Work Hours:
Typically, Monday-Friday, 8:00 am - 5:00 pm.
Schedule is flexible depending on the business need.
Work Arrangement:
Fully onsite for your first 90 days.
Post 90 days you will transition to a hybrid schedule.
