What you will do for Harris County Precinct 4 (HCP4):
Precinct 4 Forward Internship Program (P4FIP), is an 9-week paid summer internship for students with a passion for serving others.
We’ve designed our program to expose students to career opportunities with Harris County and apply what they have learned in the classroom to hands-on projects. P4FIP provides students the chance to bridge the gap between academic understanding and practical professional experience. Students from all schools, and students who identify with a group that is historically underrepresented, including but not limited to Black, Hispanic, Native American, students with disabilities, and veterans are encouraged to apply.Interns will create a community to help support their personal and professional development throughout the summer as they launch their career. Interns will work with a mentor, form relationships with other interns, and engage our Senior Leadership Team.
Job Duties and Responsibilities:
- Assist Senior Policy Advisors and work closely with Policy Advisors to develop, support and implement evidence-based policies from ideation to implementation to improve County systems and services.
- Perform extensive analysis into history and alternative policy solutions for a variety of issues to form new policies and to provide recommendations across a range of policy portfolios.
- Participate in internal assessments and in resolution of gaps in policies and procedures to the Policy & Innovation team and leadership.
- Draft policy memos for Commissioners Court that outline the implications of proposed policy changes for County operations. Brief Commissioner Briones on those topics in advance of Commissioners Court.
- Assist Policy team with the development of the Commissioner’s positions on pressing policy and legislative matters as they arise and work with the Communications Team to create materials that convey positions.
- Provide support on the development of briefing materials and presentations to be presented to a wide range of audiences and stakeholders.
- Research and apply for grant opportunities aligned with the precinct’s policy priorities.
- Support Policy & Innovation in developing public-private partnerships.

Internship Requirements:
Currently enrolled in an educational institution and working toward an an undergraduate or graduate degree
Minimum GPA of 3.0
Proficiency in Microsoft software applications, including Outlook, Word, Excel, PowerPoint, and Share Point.
