Under broad supervision, the Law Library Project Manager will oversee and manage the various projects within the Harris County Robert W. Hainsworth Law Library. Individuals in this role will collaborate with multiple internal Harris County teams, external partners, vendors, and other key stakeholders to define project objectives, develop project plans, allocate resources, and monitor project progress. In addition, they will ensure that projects are delivered on time, within budget, and meet quality standards. The Project Manager will spearhead various initiatives crucial to the enhancement and modernization of our facilities and services, including renovation endeavors and the integration of cutting-edge technologies, ensuring the Law Library remains a beacon of legal resources and innovation.

Duties and Responsibilities :

  • Project Planning & Management : Leads all phases of infrastructure projects within the Law Library, overseeing documentation, agreements, studies, and data analysis. This includes managing the Law Library renovation process, implementing new staff computer systems, integrating LAWPods, and utilizing QuickBase for efficient operations.
  • Stakeholder Collaboration : Fosters positive relationships with internal and external stakeholders, ensuring alignment with project goals and objectives. Acts as a liaison between project teams, library staff, county officials, and other relevant parties to facilitate smooth project execution.
  • Strategic Decision-Making : Provides strategic recommendations based on project analysis and data insights. Collaborates with Law Library leadership to ensure project alignment with organizational objectives and priorities.
  • Risk Management : Identifies potential risks and challenges associated with projects and develops proactive mitigation strategies. Monitors project progress, anticipates obstacles, and implements adjustments as needed to ensure successful outcomes.
  • Communication & Outreach : Effectively communicates project updates, changes, and milestones to all stakeholders through various channels, including oral presentations, written reports, and community outreach initiatives. Maintains transparency and engagement throughout the project lifecycle.
  • Additional Duties & Responsibilities : Performs other related duties as assigned.

Education and Experience :

  • Bachelor's degree in Library Science, Business Administration, Project Management, or a directly related field from an accredited college or university.
  • Three (3) years of experience in project management.
  • Knowledge, Skills, and Abilities :

  • Proficient in Microsoft Suite (Word, Outlook, PowerPoint, and Excel).
  • Excellent knowledge of change management principles.
  • Excellent knowledge of performance metrics.
  • Excellent organizational skills and ability to work effectively on competing issues.
  • Excellent problem-solving and strategic thinking skills.
  • Proven budget planning and management skills.
  • Ability to analyze and report data.
  • Ability to present information clearly and concisely to a variety of audiences.

    Work Environment & Physical Demands :

    This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine. The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds. The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.

    Position Type & Typical Hours of Work :

    This is a full-time position with the typical work hours of Monday - Friday from 8 AM to 5 PM. Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.

    Compensation :

    The base compensation for this position will be determined on the candidate’s qualifications and the pay of other employees in the job function. Total compensation includes attractive paid leave programs, health benefits, and retirement plans. In addition, the position is eligible for the accrual of compensatory time off for hours worked over 40 in a workweek, consistent with Harris County personnel policies and procedures.
