Position Overview:
Under direct supervision, the Prevailing Wage Project Monitor ensures contractors fulfill their obligations to compensate workers fairly, maintain a safe work environment, and foster community economic growth. Individuals in this position will be responsible for overseeing the daily operations of various contractors concerning prevailing wage rates, worker safety, and other requirements in connection with Engineering, Flood Control, and Economic Development projects.
The Prevailing Wage Project Monitor requires knowledge of various types of office-related, labor compliance, and design software, along with strong communication, organization, and observation skills.
Duties and Responsibilities:
Project Monitoring & Reporting: Monitors projects for user departments (HCTRA, Harris Health, Port of Houston, HCFCD, HCED) including vertical and horizontal construction, roads, bridges, and buildings pursuant to State Government Code 2258. Provides reports, construction presentations, and field observations.
Labor & Contractor Oversight: Oversees contractor-certified payroll Submittal and Labor Compliance Software database entry and maintenance, resolves issues, performs site observations, conducts interviews, and provides claims support.
Prevailing Wage & Safety Compliance: Oversees contractor/subcontractor compliance with Created By: Mykalia Griffin November 26, 2024, Version: 1 prevailing wage rates, worker safety, and other requirements as specified by Texas Government Code 2258, US Department of Labor under the David-Bacon Act, Harris County economic development programs, and other local, state, and federal programs as it relates to assigned projects. In addition, assists with Worker Safety audits regarding OSHA 10 and OSHA 30 compliance.
Documentation Management: Ensures accurate contract documentation by maintaining CPR approvals, Pre-Bid and Pre-Construction packets, presentations, daily reports, LCPTracker entries, administrative notices, and the Claims Monday.com board (e.g. payment bonds and insurance).
Collaboration: Collaborates with peers across departments to align efforts and achieve shared goals.

Education and Experience:
Associate's degree in any field and one (1) year of experience in contract compliance, construction, project management, or a related field.
OR
High School Diploma and three (3) years of experience in contract compliance, construction, project management, or a related field.
Licensure:
Valid Driver's license
Knowledge, Skills, and Abilities:
Knowledge of DBRA Labor Compliance Software and State Gov’t Code 2258 regarding prevailing
wage requirements.
Understanding of Construction Compliance requirements and documentation including approval
of Certified Payrolls.
Possess exceptional time management skills to effectively prioritize and manage multiple
tasks/initiatives.
Ability to lead and manage a diverse set of activities in support of departmental objectives.
Able to interact effectively with a diverse group of employees as part of leading and managing a
team in its execution of departmental work plans.
Ability to understand the objectives of a strategic plan and align resources to accomplish those
objectives.
Ability to handle highly sensitive and confidential information at all times.
Ability to self-start; assume ownership in setting goals.
Able to read and comprehend written materials, write legible notes, and correctly complete
required forms.

Position Type and Typical Hours of Work:
This is a full-time position with the typical work hours of Monday - Friday from 8 AM to 5 PM, operating on a hybrid schedule.
Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.
Work Environment and Physical Demands:
This role involves operating within an office and outdoor setting, implying that a significant portion
of the tasks and responsibilities will require traveling to locations outside of traditional indoor office spaces.
The physical demands may involve lifting and moving objects weighing up to 20 pounds.
This position will involve significant time in the field visiting construction sites, conducting field
observations, and performing worker interviews.
Possible work exposures: Dangerous chemicals, loud noises, inclement weather, or various
temperature changes
