What are the responsibilities and job description for the Human Resources Generalist position at Harrison County Commission?
The Harrison County Human Resources Generalist is responsible to perform all Human Resources duties for the County. This position will run the daily functions of the Human Resources (HR) department including hiring and interviewing staff, administering benefits, and enforcing company policies and practices. In addition, this position will develop and update Human Resource policies and procedures and ensure compliance with all applicable laws, regulations and organizational standards. The Human Resources Generalist reports directly to the County Administrator.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with Elected Officials and departmental managers to create appropriate job descriptions and to understand skills and competencies required for openings. Prepare necessary administrative documents and issue conditional job offers. Perform background checks and employee eligibility verifications.
- Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, vacation and sick leave; disciplinary matters; disputes, investigations; performance and talent management; productivity, recognition, and morale; workers compensation, FMLA, unemployment matter, and occupational health and safety compliance.
- Implements new hire orientation and employee recognition programs
- Handles employment-related inquiries from applicants, employees, supervisors, directors and Elected Officials referring complex and/or sensitive matters to the appropriate staff.
- Attends and participates in employee disciplinary meetings, terminations, and investigations. Support professional development and identify training initiatives for staff
- Develop and update HR policies, procedures, and employee handbook
- Provide guidance to County Administrator, Commission staff and Elected Officials on best practices in HR management; Provide advice and support regarding talent management and workforce planning, with specific focus on staffing and recruitment, staff development and performance management
- Maintain on-going professional education to ensure the County is in compliance with all applicable human resources and wage and labor laws, regulations and policies.
- Perform other duties as assigned
QUALIFICATION, EDUCATION AND EXPERIENCE
Bachelor’s Degree in Human Resource Management, Business Administration, Public Administration or related field is required. At least five (5) years of professional experience in Human Resource management is preferred. Any such combination of education, experience and training may be considered. Professional demeanor and excellent communication skills (verbal and written).

- Knowledge of budgeting and fiscal management, project planning, and cost control methods

- Must be a self-starter, highly organized, and detail oriented. Excellent time management skills with a proven ability to meet deadlines. Ability to simultaneously manage multiple tasks and to prioritize and delegate them when appropriate
- Must currently possess SHRM-CP certification or be willing and able to obtain SHRM-CP within 12 months of employment date
- Familiar with administrative methods, practices and procedures relating to fiscal, personnel, purchasing and related administrative functions.
- Strong verbal and written communication skills, with a collaborative mindset.
- Must be able to work independently as well as part of a team.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT
Work is generally performed in an office or indoor setting. There will occasionally be tight time constraints. Occasional travel may be required. Employee must have:

- Ability to drive a vehicle
- Ability to speak and hear well enough to communicate clearly and understandably in person or over the telephone
- Physical mobility to routinely stand, sit, walk, stoop, bend and reach to perform daily tasks
- Manual dexterity sufficient to use hands, arms and shoulders repetitively to operate a keyboard and other standard office equipment.
The noise level in the environment will be low.
