The Harrisonburg-Rockingham Community Services Board is looking for a new Children’s Mental Health Case Manager! This position will provide case management and service coordination for children with significant mental health struggles as well as their families. This position requires the ability to organize your schedule, manage a caseload of clients, and document complex services involving consumers, families, and private providers. Ideal candidates will have experiences working with children, adolescents, and families, or any kind of related experience and education that would prepare you for working well with this population. This is a full-time, salaried, position with benefits and requires at least a Bachelor’s Degree in a human services related field.

Essential Functions:

To provide home and community-based services to at-risk emotionally disturbed children and their families through the delivery of individual and family supportive non-direct interventions through intensive case management activities. The Children’s Mental Health Case Manager is directly responsible to the Supervisor of Child Outreach Services. They are expected to exercise considerable independence and autonomy in day-to-day decision making related to the delivery of services to the identified population and to carry out those services on a daily basis with a minimum of supervision.

This position is classified non-exempt under the Fair Labor Standards Act.

Major Duties and Responsibilities:

Provides face-to-face in-home, intake, diagnostic and treatment services to children, adolescents and their families who are referred by the CBS staff, the Director, or through the Family Assessment & Planning Team (FAPT).

Provides intensive case management through linking the individual directly to services, advocating on behalf of the client, coordinating services, enhancing community integration, and making collateral contacts as appropriate;

Provides emergency intervention and crisis stabilization for assigned families;

Provides educational or training activities as appropriate to parents of assigned cases;

Serves as resource service to agency staff as to community services available to children and their families;

Work closely with FAPT team and CSA office staff and provide case management services being referred by them, providing IFSPs and other necessary paperwork;

Assures compliance with agency policy, confidentiality, clients rights, licensure regulations and Medicaid regulations as applicable;

Meets agency standards for staff productivity;

Maintains effective relationships with coworkers and customers based on courtesy, compassion and respect;

Makes effective use of available technology, including computers, e-mail, and voice mail in order to enhance customer service;

Is responsible for other duties as assigned, consistent with Board policies and procedures and with program and client needs.

Required Knowledge, Skills and Abilities:

This position requires a thorough knowledge of principles, practices and methods of mental health counseling and case management; ability to work effectively with clients, co-workers and service providers from the community; knowledge of crisis intervention and emergency techniques; thorough knowledge of child development and knowledge of child-serving community agencies such as school systems, social services, and public health; ability to teach parenting skills; knowledge of and adherence to basic ethics appropriate for the helping relationship; the ability to communicate effectively, both verbally and in writing; and demonstrated good judgment and creativity is a must.

Additional Requirement:

Possession of a current, valid Virginia driver’s license and acceptable driving record.

Minimum Education and Experience:

Graduation from an accredited college or university with a bachelor’s degree in human services, with direct treatment and/or case management experience in which the primary populations served were children, adolescents and families; or any equivalent combination of education and experience which provides the required knowledge, skills and abilities.

Equipment: Telephone, copy machine, vehicle, PC, word processing software, cell phone

Work Environment: General office environment with normal lighting levels, temperature, air quality, ventilation and noise levels. Community settings, facilities, individual’s homes with environment as determined by occupant.

Work Location: 1241 North Main Street, Harrisonburg; individuals’ homes, facilities, and/or community settings.

Work Hazards: Minimal hazards associated with rehabilitation programs.

Work Schedule: Monday through Friday, regular office hours; some evening hours required as scheduled. Additional hours as needed to perform job requirements. Regular attendance is required.

HIPAA Access Level 2: Full read/write access to protected health information (PHI), limited to the minimum necessary, for all clients directly served or assigned, as well as all clients indirectly served through case consultation, clinical supervision, program management, or coverage requirements. Staff at Level 2 are allowed to seek out client PHI as necessary to perform their assigned duties but are expected to exercise due precautions to limit exposure to any PHI which is outside the scope of their need to know. Utilization of information will be in accordance with HIPAA regulations regarding use limitation, disclosure and requests of PHI.
