POSITION SUMMARY

This position is responsible for the direction and management of the County’s Buildings & Grounds department in order to ensure essential services are provided to maintain the public infrastructure and provide for public safety, health and welfare, ensuring effective operation of all divisions. Provides leadership with the development and execution of the County’s strategic vision and serves as a staff advisor to carry out the strategic vision and mission of the County and to ensure the provision of outstanding municipal services.


ESSENTIAL FUNCTIONS

Responsible for fostering a work culture that aligns with the values of the County; provides leadership in the delivery of superior services to County residents and businesses.

Participates in the interview and selection process of new employees. Provides training and instructions. Assigns and reviews work and prepares performance evaluations.

Delegates responsibility to senior staff and monitors their performance. Addresses day-to-day issues and questions; initiates employee recognition, promotion, disciplinary action, and discharge processes as necessary and appropriate.

Provides leadership and management to all assigned staff. Supervises the work of and monitors and evaluates on-going performance of staff members; assesses and makes recommendations of training needs. Directs staff on complex work and interpreting the application of policy and procedure.

Aligns program and practices with the strategic plan, mission, vision, and goals.

Establishes general direction and primary goals for operating departments for determination and development of operating budgets and capital improvement plans; proposes the annual budget and promotes a sustainable budget approach in recommending expenditures and projecting revenue.

Responsible for oversight of the buildings’ cleaning, maintenance, security, health and safety, and communication infrastructure.

Assesses the current condition of electrical, air conditioning, plumbing, and other essential facilities and equipment.

Maintains accurate records of the condition of the equipment and other systems in the buildings.

Creates a schedule of a regular evaluation of the facilities.

Participates in the development of the policies and procedures that affect the use of supplies and facilities.

Creates monitoring systems or programs for the County to detect problems as early as possible.

Initiates interventions to solve problems in the facilities.

Develops a system for cleaning, repair and maintenance of the facilities.

Manages outside contractors (currently HVAC and custodial) to ensure work is completed accurately and according to schedule.

Develops back-up or alternative systems for common problems such as power failure.

Tests fire alarm system, records results, and makes repairs as needed.

Inspects and reviews maintenance crew’s construction work, repair projects and reports to ensure work conforms to specifications.

Maintains the efficiency and good working conditions of the facilities.

Coordinates all work with public utilities, parking authority, traffic, streets, etc.

Prepares reports regarding work progress, costs and scheduling for review by the County Administrator. Prepares other reports, contracts, memos, leases and other documents as required.

Researches, recommends, develops and implements policy and procedures for operational effectiveness, sustainability, and safety. Monitors all operations for effective application of department policies, procedures and standards.

Develops work plans and strategies to meet business needs-both short term and long term; Ensures clear direction, proper implementation and conformance to legal requirements.

Prepares and administers the Department’s budget to control expenditures and maintain fiscal integrity.

Reviews all purchases and expenditures; oversees preparation of all bid proposals for major purchases and/or services including equipment specifications.

Conducts research and prepares reports of proposed solutions or recommended courses of action, if requested.

Other duties as assigned.

MINIMUM REQUIRED QUALIFICATIONS

Associate’s degree from an accredited college or university in Mechanical or Electrical Engineering or related field and five (5) years of facilities management with HVAC, plumbing, carpentry, electrical and comprehensive maintenance experience including two (2) years of supervisory experience. Bachelor’s degree preferred.

Must possess a valid driver’s license.

SUPERVISORY RELATIONSHIPS

Works independently with general guidance from the County Administrator to ensure coordination of objectives and priorities of the department. Supervises staff directly or through assigned managers. Works under the guidelines of various Federal and State governmental regulations as well as under the County’s policies, procedures, municipal code, ordinances and various other regulations.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of current practices, methods and techniques involved in the operation of public facilities management.

Knowledge of project management, construction, building operations, interior and exterior, grounds, building safety and security operations, heating, air conditioning, electrical and plumbing systems.

Knowledge of applicable OSHA rules and regulations, building, fire, ADA and construction codes.

Knowledge of pertinent Federal, State, and local laws, codes, and regulations.

Knowledge of personal Protective Equipment.

Knowledge of care and use of equipment and tools utilized in the performance of department functions.

Knowledge of the County and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.

Knowledge of administrative policies and procedures of the County.

Knowledge of current office practices and procedures consistent for this position.

Knowledge of computer software consistent for this position.

Knowledge of management and supervisory principles and practices, including program planning, budgeting, direction, coordination, and evaluation.

Knowledge of management and supervisory practices and principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time-off, and maintaining personnel records.

Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.

Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.

Skill in researching and understanding complex written materials.

Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.

Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.

Ability to instruct and train in methods and procedures.

Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines.

Ability to establish and maintain accurate records of assigned activities and operations.

Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.

Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.

Ability to think quickly, maintain self-control, and adapt to stressful situations.

Ability to perform mathematical calculations required of this position.

Ability to communicate clearly, concisely and effectively in English in both written and verbal form.

Ability to prepare and maintain accurate and concise records and reports.

Ability to analyze facts and to exercise sound judgment in arriving at conclusions.

Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.

Ability to handle sensitive interpersonal situations calmly and tactfully.

Ability to maintain professionalism at all times.

Ability to maintain effective working relationships with individuals within and outside the organization.

Ability to maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations.

Ability to work the allocated hours of the position and respond after hours as needed.
