Proposal Manager
Position Summary
Hatalom is seeking a highly organized, strategic, and detail-oriented Proposal Manager to lead the development of winning government proposals in support of our business growth. This role is critical to Hatalom’s success in securing Department of Defense (DoD) and federal contracts and requires a strong understanding of proposal management, compliance, and government acquisition processes. The Proposal Manager will work cross-functionally with Business Development, Capture, Operations, Contracts, and Technical Subject Matter Experts (SMEs) to manage and produce compliant, compelling, and high-quality proposals aligned with customer requirements and corporate growth objectives. The Proposal Manager drives the full proposal lifecycle, including planning, development, compliance, review, production, and submission. This position requires the ability to multi-task, manage competing priorities, and deliver high-quality proposals under tight deadlines. The ideal candidate is a self-starter, proactive leader, and team player who thrives in a fast-paced environment.
Key Responsibilities
· Lead and manage proposal efforts from draft RFP through submission and award, ensuring alignment with business development strategy, customer needs, and compliance requirements. Develop and maintain proposal plans, compliance matrices, proposal outlines, schedules, and assignments to keep teams on track. Work with capture teams to translate strategies, win themes, and discriminators into persuasive, compelling proposal content. Develop and manage proposal schedule with color team reviews (Blue, Pink, Red, Green, Gold).
· Ensure compliance with FAR, DFARS, DoD, and federal acquisition regulations, and adhere to company policies on proposal processes.
· Work with capture teams to translate strategies, win themes, and discriminators into persuasive, compelling proposal content.
· Identify and mitigate proposal risks, ensuring resource alignment, technical accuracy, and competitive pricing strategies.
Conduct lessons learned sessions post-submission to improve processes and win rates.
Proposal Content Development
· Draft, edit, and refine proposal content, ensuring clarity, consistency, and alignment with RFP requirements.
· Collaborate with technical SMEs, project managers, and leadership to develop technical, management, past performance, and pricing volumes.
· Ensure proposals clearly articulate win themes, discriminators, and key value propositions to maximize competitive advantage.
· Lead efforts to improve content quality, compliance, and clarity across all proposal sections.
Compliance & Quality Control
· Review solicitations, amendments, and customer requirements to ensure compliance with submission requirements.
· Maintain proposal templates, past performance repositories, and reusable content libraries for efficiency and standardization. Implement quality control measures, ensuring adherence to solicitation instructions, evaluation criteria, and government standards.
Oversee compliance and validation processes for color team reviews, ensuring proposal quality at each stage.
Required Qualifications
· Bachelor’s degree in engineering, Business Marketing, Communications, English or related field.
· 5 years of experience managing proposals for government contracts (DoD preferred).
· Strong leadership and project management skills, with experience managing cross-functional teams, subcontractors, and teaming partners. Excellent project management skills with the ability to manage multiple proposals simultaneously.
· Exceptional writing, editing, and organizational skills, with attention to detail and ability to transform technical content into compelling proposal language. Proficiency in Microsoft Office Suite (Word, Excel, Project, PowerPoint) and other tools (e.g., SharePoint, GovWin, or similar tools).
· Ability to collaborate effectively across teams and work under tight deadlines.
Preferred Qualifications
· Experience in the training and simulation industry and knowledge of technology trends.
· Experience with DoD or federal contracting, including IDIQ, GWAC, and OTA proposals.
· Strong understanding of pricing strategies, contract vehicles, and government funding cycles.
· Data driven decision maker with strong problem-solving skills
· Excellent written and verbal communication with all levels of organization
· Proposal Management Certification (APMP) or equivalent industry credentials.
