Job Summary

The Data Analyst SPM1 will serve as the technical lead for addressing and resolving identified issues within OVR’s data management system. This role will require a strong technical background, with a focus on developing solutions for data tracking and reporting related to OVR’s performance metrics, including Measurable Skills Gains (MSG) and Credential Attainment, as well as integration with Pre-ETS (Pre-Employment Transition Services).

As the technical lead, you will collaborate with OVR staff and technical teams to improve data management processes, create reports, and address key issues within the CWDS tracker system. You will also play a pivotal role in integrating Pre-ETS and OVR systems, improving financial tracking, and ensuring compliance with state and federal regulations.

Key Responsibilities

• Data Solutions Development:
• Assess and analyze current data management and reporting processes in CWDS.
• Develop and implement solutions to address identified issues and enhance data accuracy.
• Collaborate with OVR teams to design and execute a comprehensive data management improvement plan.
• Reporting and Analysis:
• Create and manage both standard and ad hoc reports based on OVR’s needs.
• Design report templates and ensure accurate tracking of key metrics such as MSG and Credential Attainment.
• Investigate and address any issues within the CWDS tracker system.
• Pre-ETS System Integration:
• Analyze the separation between the Pre-ETS system and the current Vocational Rehabilitation system.
• Develop and implement strategies for effective integration of both systems.
• Streamline the financial system to address issues from the switch to Pre-ETS 2.0.
• Deliverables:
• A comprehensive improvement plan for OVR’s data management practices within CWDS.
• A new system for tracking Measurable Skills Gains and Credential Attainment.
• Standard and ad hoc reports tailored to OVR’s requirements.
• A plan for integrating Pre-ETS and OVR systems.
• Additional Duties:
• Serve as a liaison between OVR, IT teams, and business partners.
• Lead testing efforts including system integration testing (SIT) and User Acceptance Testing (UAT).
• Develop training materials, quick reference guides, and standard operating procedures.
• Ensure compliance with Commonwealth information technology policies, EBR-DC guidelines, and security standards.
• Manage and track multiple projects, ensuring quality completion and adherence to timelines.
  

Required Skills & Experience

• Education: Bachelor’s degree in Business Administration, Information Systems, or a related field is preferred.
• Experience:
• 7 years of experience in aggregating and analyzing data using Business Objects Enterprise (BOE) Crystal Reports.
• 7 years of experience writing SQL and MDX queries for data analysis.
• 7 years of experience with SSRS, SSIS, and ETL tools.
• 7 years of experience with data visualization tools such as Lumira and Power BI.
• Experience working with Python and SoapUI is preferred.
• Strong background in compliance and digital accessibility controls.
• Experience in project management methodologies and tracking project progress against a plan is highly desired.
• Demonstrated experience facilitating UAT and organizing users for effective testing.
• Experience collaborating across executive, business, and technical teams.
