Job Summary

The Deputy Director / Chief Operating Officer (COO) is responsible for assisting in all aspects of the day-to-day internal and external operational management of the Housing Authority, ensuring efficient and effective service delivery to the community. This role involves strategic planning, oversight of various initiatives, and collaboration with the CEO / Executive Director to implement the organization's mission and goals.

Key ResponsibilitiesOperational Management

  • Assists the CEO / Executive Director in overseeing daily operations of the Housing Authority, including third-party property management and Housing Choice Voucher administration.
  • Ensures compliance with federal, state, and local regulations and agency reporting requirements.
  • Develops and implements policies and procedures to improve operational efficiency and service quality.
  • Manages the agency’s external communications.
  • Oversees the work of the HATC Foundation, including oversight of third-party supportive services contracts and the Family Self-Sufficiency (FSS) Program.
  • Oversees the agency’s information technology issues, including equipment purchases and agreements with the Travis County Information Technology Services division.
  • Oversees the agency’s fleet.
  • Serves as a Hearing Officer for the agency and resolves internal agency personnel conflicts.
  • Provides broad oversight of all contracts with external parties.

Strategic Planning

  • Collaborates with the CEO / Executive Director to develop and execute the organization's strategic plan.
  • Identifies and evaluates opportunities for operational improvements and innovation.
  • Monitors industry trends and regulatory changes to ensure the organization remains compliant and competitive.
  • Leadership and Supervision

  • Provides leadership and direction to department heads and staff, fostering a culture of accountability and continuous improvement.
  • Conducts performance evaluations, provides feedback, and supports professional development for team members.
  • Promotes a positive and inclusive work environment.
  • Assists in the development and management of the organization's budget.
  • Reviews third-party management financial reports and property performance reports.
  • Reviews Housing Choice Voucher (HCV) Two-Year Tool and other HCV reports to ensure that HATC remains on target with its leasing plans and budgets.
  • Ensures efficient use of resources and adherence to financial policies.
  • Stakeholder Engagement

  • Represents the Housing Authority in meetings with government officials, community groups, and other stakeholders.
  • Builds and maintains strong relationships with partners, residents, and the community.
  • Communicates effectively with the Board of Commissioners and provides regular updates on operational performance.
  • QualificationsEducation and Experience

  • Bachelor’s degree in public administration, business administration, or a related field; Master’s degree preferred.
  • Minimum of 10 years of experience in public housing, property management, or a related field, with at least 5 years in a senior management role.

  • Strong leadership and management skills with a track record of successful team development.
  • Excellent strategic planning and organizational skills.
  • Strong financial acumen and experience managing budgets.
  • Excellent communication and interpersonal skills.
  • Ability to work collaboratively with diverse stakeholders and build consensus.
  • Knowledge

  • In-depth knowledge of federal, state, and local housing regulations.
  • Familiarity with best practices in property management and resident services.
  • Understanding of the unique challenges and opportunities in public housing.

    Created in 1975 by Resolution of the Travis County, Texas Commissioner’s Court and governed under the guise of Chapter 392 of the Texas Local Government Code, the Housing Authority of Travis County (HATC) provides safe, decent, and sanitary housing for low-income families in Travis County.

    At the Housing Authority of Travis County (HATC), the primary goal is to provide safe, decent, and affordable housing for low-income families in our community. The organization achieves this by administering a range of programs and services designed to support families in their pursuit of stable housing and self-sufficiency.

    With its jurisdiction being Travis County, Texas (1,023 sq miles), home to more than 1.9 million people, including the capital city of Austin, Central Texas offers a high quality of life with a plethora of amenities, cultural attractions, restaurants, institutes of higher education, live music venues, and natural features.

    HATC currently provides services to its clients through :

    Affordable Housing

    HATC maintains multiple affordable housing developments throughout Travis County. Specifically, this includes 5 separate developments with 154 total units (and 20 additional senior units under construction) :

  • 105 Project-Based Rental Assistance Units (PBRA).
  • 33-unit senior building (affordable, non-subsidized).
  • 16 duplex-style family units (affordable, non-subsidized).
  • 20-unit senior building (affordable, non-subsidized, currently under construction).
  • Rental Assistance

    HATC administers nearly 700 federally funded Housing Choice Vouchers (HCV) providing rental assistance to low-income individuals and families, in addition to special-purpose vouchers and program assistance for disabled and homeless individuals :

  • 72 Family Unification Program (FUP) Vouchers.
  • 30 HUD-VASH Vouchers.
  • 5 Stability Vouchers.
  • 1.1M Continuum of Care (CoC) Grant.
  • Supportive Services

    The HATC Foundation 501(c)3 has outsourced service provision to BiGAustin to provide HATC residents and program participants. BiGAustin is an Austin-based nonprofit organization that has served the community since 1992, with a mission to assist primarily low- to moderate-income individuals achieve success through entrepreneurship, training, and education.

    Services provided by BiGAustin to the HATC Foundation include but are not limited to :

  • Digital literacy.
  • Youth and senior programming.
  • Health screening and education.
  • Multifamily Residential Development Partnerships

    Travis County Facilities Corporation (TCFC) was formed, in accordance with the Public Facility Corporation Act, Chapter 303, Texas Local Government Code, on January 10, 2001, to assist the Housing Authority of Travis County “in financing, refinancing, or otherwise assisting in the acquisition, construction, rehabilitation, renovation, repair, equipping, furnishing, and placement in service of public facilities on behalf of the Authority.”

    TCFC partners with mission-focused development entities to specifically expand affordable housing options for current and future Travis County residents.
