Hawai’i Health & Harm Reduction Center (HHHRC) provides harm reduction-focused services to marginalized populations in Hawai’i, including people living with and / or affected by HIV, hepatitis, substance use, homelessness, and the transgender, LGBQ, and the Native Hawaiian communities. HHHRC bridges gaps and helps individuals access essential resources such as housing, health care, entitlements, and treatment. We foster health, wellness, and systemic change in Hawai’i and the Pacific through outreach, care services, advocacy, training, prevention, education, and capacity building.
SUMMARY OF POSITION
The Sexual Health Program Manager will oversee and manage the delivery of sexual health services, education, and outreach programs. This role involves strategic planning, team management, coordination of services, and ensuring that sexual health programs are effective, accessible, and aligned with public health standards. The Sexual Health Manager will lead a team of professionals to provide high-quality sexual health care, prevention services, and educational initiatives, while also fostering partnerships with community organizations and stakeholders. This position is part of the HHHRC Management Team and will coordinate with other HHHRC managers to fully integrate program services into the agency.
This is a permanent, full-time, exempt, salaried position with HHHRC located in Honolulu, Hawaiʻi. Expected hours of work are generally between 8 : 30am and 5 : 00pm, Monday through Friday, with some evening and weekend attendance for required events. Salary is commensurate with experience.

ESSENTIAL DUTIES & RESPONSIBILITIES :
Program Management :
- Oversee the planning, implementation, and evaluation of sexual health programs and services.
- Ensure that all sexual health services, including STI screenings, HIV / HCV testing, PrEP Services, and sexual health education, are effectively delivered to the community.
- Develop and monitor program goals, objectives, and outcomes to ensure high-quality service delivery.
- Manage budgets, resources, and staff schedules to ensure optimal efficiency and cost-effectiveness.
Team Leadership :
Supervise and support Sexual Health Navigators and Hepatitis Care Team.Conduct performance evaluations, provide training and professional development, and support staff in meeting professional goals.Foster a collaborative, inclusive, and supportive team environment to enhance staff performance and job satisfaction.Conduct bi-monthly supervision with staff.Ensure staff comply with all HHHRC policies and procedures.Education and Outreach :
Lead and oversee sexual health education campaigns, workshops, and community outreach initiatives.Ensure that educational materials and programs are evidence-based, culturally sensitive, and accessible to diverse populations.Partner with community organizations to provide sexual health education and services to underserved groups.Advocacy and Policy Development :
Advocate for sexual health policy improvements and contribute to the development of public health strategies and initiatives.Represent the organization in local, regional, and national discussions related to sexual health, rights, and public health issues.Work closely with government agencies, non-profit organizations, and community leaders to promote sexual health education and services.Data Analysis and Reporting :
Collect, analyze, and report data related to sexual health outcomes, program effectiveness, and service usage.Use data to inform program improvements, report to stakeholders, and advocate for resources and funding.Prepare and submit detailed reports to senior management and relevant authorities, ensuring compliance.Compliance and Quality Assurance :
Ensure that sexual health programs adhere to relevant laws, regulations, and ethical standards.Monitor service delivery to ensure that it meets quality standards and that client confidentiality is maintained.Implement strategies to improve service delivery and address gaps in care or service access.Staff and Resource Management :
Develop and manage staffing plans, including recruitment, training, and retention of qualified personnel.Coordinate with external partners and organizations to ensure resource availability, including medical supplies, educational materials, and funding.Ensure that the team has the necessary tools, support, and resources to provide exceptional care and services.GENERAL RESPONSIBILITIES :

Office / clinical environment : indoors, air conditioned.Fieldwork / Outreach : indoors or outdoors, unpredictable environments with extremes in temperature, noise, odors, weather conditions, etc.May be exposed to communicable disease, body fluids, sharps, and chemicals. All appropriate CDC & DOH recommended Personal Protective Equipment (PPE) will be provided, if needed.May be required to deal with hostile / challenging patients.Regular use of computer keyboards, telephone, and operating office equipment.Essential physical activities : standing, sitting, walking, finger dexterity, eye-hand coordination, seeing, hearing, speaking, and frequent gripping of an object.Occasional physical activities : stooping, bending, squatting, twisting body, and lifting.Carrying items up to 50 pounds, moving office equipment, and walking long distances for community events, etc.REQUIRED QUALIFICATIONS :
Knowledge / Skills / Abilities :
Proficient verbal and written communication skills, in English.Strong computer skills, including Microsoft Office (Word, Excel, Outlook, SharePoint), various social media platforms, and mobile applications (apps) used by the MSM and TG communities.Capability to comfortably engage the target population in multiple settings at various times.Ability to maintain client confidentiality at all times.Willingness and ability to work non-traditional hours including evenings, nights, and weekends as necessary to reach the target population.Demonstrated ability to work productively, both independently and as part of a team.Willingness and ability to do outreach and engagement within communities of underserved populations, including but not limited to people living with and / or are affected by HIV, hepatitis, substance use, houselessness, and mental health challenges.Capacity to handle difficult interactions with tact, compassion, and assertiveness.Ability to work well and thrive professionally in an atmosphere of significant diversity, working with marginalized populations.Non-judgmental attitude and ability to respect the knowledge, actions, and feelings of others.Education / Experience :
Bachelor’s degree in Public Health, Social Work, or related field or equivalent work experience.Two (2) or more years of relevant work experience in the human services or public health field.Demonstrated experience and ability to work with Hawaii’s diverse populations.PREFERRED QUALIFICATIONS :
Extensive knowledge of HIV / AIDS and human sexuality, as well as culturally appropriate educational and outreach strategies directed at the target population.Extensive knowledge of sexual health and harm reduction practices to reduce the individual risk of HIV / STI transmission.Knowledge of core public health competencies.REQUIRED WORK CARDS / CERTIFICATIONS :
