The Hawaii Housing Finance and Development Corporation (HHFDC) is responsible for the financing and development of affordable housing in the State of Hawaii pursuant to Chapter 201H, Hawaii Revised Statutes. The HHFDC is administratively attached to the Department of Business, Economic Development and Tourism (DBEDT), State of Hawaii.
The Development Branch provides overall administration for development, construction, administration, and technical assistance to increase affordable housing for low and moderate income households, elderly, and special needs groups. It provides architectural and engineering review, inspection services, development tools and financing assistance to eligible developers and contractors for the development, modernization, capital improvement, and repair and maintenance of new and existing facilities.
The Development Section utilizes all available resources, primarily the development powers under HRS 201H and its monetary funds, to foster the development and preservation of supportive infrastructure and all types of affordable housing in conjunction with private and/or non-profit developmental entities, other governmental agencies or on its own behalf, for all ranges of incomes, including the elderly and special needs groups. It administers all phases of land and housing development and is also responsible for project fund management and accountability.
The Development Support Unit provides the technical assistance to support this requirement on a Statewide basis.
The primary purpose of this position is to supervise the subordinates in the Unit and responsible for the Engineering, Architectural and Inspection functions of the corporation; responsible for proper Liaison with all Federal, State and County governments on Technical Services including Federal and State Wage and Labor requirements. This position also manages and monitors specific contracts for maintenance and repair projects.
QUALIFICATION REQUIREMENTS:
Knowledge: Principles and practices of administration and supervision; federal, state, and county laws, rules, codes and regulations pertaining to the development of housing projects; environmental compliance and accessibility laws; departmental rules, policies, and procedures; infrastructure and building construction costs; general concepts and practices relating to infrastructure and housing development, design, and construction; State procurement laws; and research and problem solving methods and techniques.
Skills/Abilities: Ability to read and interpret construction plans and specifications; interpret statutes, administrative rules, technical manuals, ordinances, policies and procedures, and other complex written material; apply principles and procedures of written material to work; deal tactfully and effectively with others; write clear and comprehensive reports and communicate effectively; plan and coordinate the work of others; and analyze and derive conclusions from a given set of facts.
Education: College graduate from an accredited college or university with a bachelor’s degree in engineering, architecture, urban planning, business, real estate, economics, or other closely related field.
Experience: Eight (8) years of experience in land or housing development, infrastructure development, engineering, architecture, construction inspection, or other related activities. Three (3) years of the eight years must be supervisory and management experience.
