Job Summary
Pay Range: $86,500 - $179,500
Note: Individuals typically begin between the minimum to middle of the pay range
Manages diverse processes within IT across multiple HMSA functional areas or business organizations. Integrates IS processes with the business. Accountable for development and implementation of the Resource Unit's strategies, policies, and solutions. Responsible for managing and overseeing all operations relating to functional areas, as well as coordination and prioritization of support for assigned application and/or systems.
Overall responsibilities range from departmental level management activities to being accountable for the day-to-day coordination and assignment of work personally or through subordinate supervisors or team leads to ensure the delivery of designated service levels for:
- Resources assigned to the resource unit.
- IS projects managed by the resource unit.
- Maintenance to applications and/or systems owned by the resource unit.
Minimum Qualifications
- Bachelor's degree in related technical/business areas and seven years of relevant technical and business experience across multiple technologies and business functions; or equivalent combination of education and related work experience.
- One year of supervisory experience or equivalent.
- Demonstrated understanding and ability to manage software development and system implementation life cycle activities and processes.
- Basic working knowledge of Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint.
Duties and Responsibilities
- Establishes relationships with business partners and the IT organization in order to provide technical solutions to meet user needs and influence strategic initiatives.
- Responsible for leading the analysis of IT requirements, alignment of IT resources and processes in order to meet the clients' organizational needs, as well as the design of enterprise solutions.
- Responsible for unit strategy planning, direction, and support to achieve the Resource Unit's objectives aligned with business strategy. Responsible for the overall health of all applications and systems assigned. Responsible for the assignment of appropriate resources to projects and daily support.
- Facilitates, coordinates, and directs all aspects of the Unit's resource development and performance on IS projects or application/system support including the following:
- Allocation of appropriate resources to projects, applications, and systems.
- Project execution functions including Analysis, Design, Coding/Build, Unit/String Testing, Implementation
- Foundational training program for business and application/system development competencies.
- Development of application/system and business subject matter experts (SMEs).
- Evaluation and implementation of software and system development tools and techniques.
- Implementation of alternate sources of development/system support resources (local, national, offshore).
- Assist in maintaining relationship with universities and colleges.
- Hires, mentors, and develops IT Professionals.
- For applications/systems assigned, leads and/or coordinates business and technical planning with clients, business analysts, architects, and team members. Directs the problem resolution activities including communication throughout the organization for all severity 1 and 2 application/system problems. Communicates with the business owner, IS management, and customers on a regular basis as to the status of the application or systems and any work requests.
- Manages client's priorities of projects, project inter-dependencies, and work requests. Assesses client needs to determine alignment of department/corporation business needs and the impact on business processes. Advises client(s) on options, risk, and cost vs benefits.
- In conjunction with the Governance unit, oversees development, compliance and continuous improvement of key processes assigned to the Resource Unit.
- Directs staffing resources for assigned areas of responsibility including assignment of projects and daily work, performance management, career development, compensation, training, and hiring decisions.
- Directs utilization and performance and provision of Level II and III support of systems supported by the Resource Unit including: problem report resolution, identification of trends, application of continuous improvement and root cause analysis techniques.
- Manages major vendor relationships. Makes acquisition recommendations regarding assigned area of responsibility. Facilitates the evaluation, selection and contract negotiation for external vendors and independent contractors. Manages relationship with external vendors for assigned products. Acts as liaison between business client and vendor. Regularly evaluates vendor services against cost to ensure value.
- Manages staff that may lead projects. Responsible for ensuring that projects are managed consistent with HMSA's project management methodology.
- Directs the development and implementation of the Resource Unit's Unit Plan that includes vision, mission and goals, strategic objectives, and projects. Ensures organization plan is aligned with overall Unit Plan.
- Prepares and monitors budget for area of responsibility. Reviews budget versus actual expenditures. Takes appropriate action to remain in budget.
- Performs all other miscellaneous responsibilities and duties as assigned or directed.
