What are the responsibilities and job description for the OAHU - LABOR RELATIONS COORDINATOR position at Hawaiian Dredging Construction Company Inc?
We are looking for a Labor Relations Coordinator located at our HDCC Main Office on Oahu, Hawaii. The Labor Relations Coordinator is responsible for supporting the management of labor relations within the organization. This includes assisting in the negotiation, administration, and enforcement of collective bargaining agreements, ensuring compliance with labor laws, and handling day-to-day labor-related issues. The coordinator works closely with union representatives, management, and employees to address concerns, resolve disputes, and maintain a positive working environment.
PRIMARY FUNCTIONS & RESPONSIBILITIES:
- Serve as the primary point of contact for labor unions and employee representatives.
- Administer/interpret terms and conditions of all craft collective bargaining agreements to ensure compliance by union and company personnel.
- Process unemployment claims.
- Schedule grievance meetings in accordance with contractual timelines, assist with investigating, responding to and resolving grievances, and maintain accurate tracking and logging of grievances.
- Issue written work assignment or determination ensuring all parties understand content and required implementation.
- Plan, recruit and hire union employees in accordance with workforce requirements.
- Participate in contract negotiations, pre-job conferences.
- Compile various statistical reports, including craft absenteeism, turnover rates, affirmative action evaluations, evaluation of apprentice utilization, etc.
- Ensure compliance with federal, state and local labor laws and regulations, including DOT (Department of Transportation) guidelines.
- Serve as the Designated Employer Representative (DER) for the Company’s drug and alcohol testing program, including those governed by the DOT regulations.
- Represent company in NLRB, EEOC and unemployment compensation hearings.
- Ensure current rosters are maintained. Ensure all site personnel are aware/understand and comply with job work rules. Coordinate all site activities, layoffs, shutdown, arrangements, etc. in case of strike.
- Conduct pre-employment tasks, onboarding activities, and new hire orientation sessions as required for craft workers.
- Assist with and conduct workplace investigations.
- Perform additional duties per supervisor’s direction.
KNOWLEDGE & SKILLS USED:
- Working knowledge of collective bargaining, negotiations, grievance administration, craft workforce recruiting, and local trade associations and groups required.
- Excellent verbal/written communication, interpersonal and conflict resolution skills.
- Familiarity with current trends in employer-employee relations including legislation and new development.
- Knowledge of principles and practices of Human Resource Management and all applicable employment related laws/regulations.
- Ability to maintain accurate records and exercise discretion in handling confidential information.
- Competence in resolving problems and conflicts diplomatically and tactfully.
- Knowledge of HRIS systems and MS Office Suite.
REQUIREMENTS:
- Bachelor’s degree in Human Resources, Labor Relations, Business Administration, or related field, or equivalent experience.
- 4-5 years construction labor experience or equivalent combinations training & experience preferred.

Starting Salary: $65,000.00/yr.
