HAWK INTELLIGENCE LLC is a Federal contracting organization that deals with direct governmental programs, contracts, grants, and consulting B2B services to educate on dealing with GSA and other government contracted services. We have need of a C.O.O. to manage the new SAAS service that is being launched through TOUNSI CORP, the non profit organization that is meant to assist Government Commerce offices through a robust SAAS that covers small business (SME's) for inventory management, POS, Tax Auditing - Along with Governmental Economic tracking tools built in.
Role Description
This role is to manage the build up and launch of the new SAAS. We are seeking qualified candidates that are willing to work within Equity of the project scope. (1% yearly revenue) with Contractual obligations being outlined at a later date.
A qualified candidate will have knowledge of Deep data, Commerce, Economics, and have a network of fund raising options and contacts. Have the ability to communicate and negotiate on behalf of the organization with Governmental agencies and Foreign government departments/Ministries, to adapt of evolve the development to fit SME's, Stakeholders, and Officials of government needs.
Developing business strategy and operational intelligence to perform the development adaptations of need. Follow directives set forth from the CEO, as you will be leading the entire development of this specific project.
Qualifications
- Master’s degree (MA) in a related field such as Business Administration, Criminal Justice, or Law. or Ph.D related education
- Juris Doctorate (JD) strongly preferred.
- Military intelligence background; 350F (All Source Intelligence Warrant Officer) designation preferred.
- Minimum of 8 years of professional experience in:
- Stakeholder engagement.
- Intelligence operations and analysis.
- Legal or related professional fields.
- Extensive knowledge of government programs and project management.
- Strong financial management skills, with experience leading multi-disciplinary teams.
- Expertise in communication strategies, including tactical and strategic planning.
- Strategic thinker with experience adapting to evolving political systems and thought processes.
- Proficient in modern project management tools and methodologies (e.g., Agile, Lean, Six Sigma).
- High ethical standards and commitment to transparency and accountability.
- Deep understanding of cultural norms in the MENA region, with professional experience in international settings.
- Proficiency in French and Arabic (preferred).
- Extensive leadership experience in organizational oversight and operational efficiency.
- Proven ability to mentor and develop teams to achieve strategic goals.
- Skilled in building and managing partnerships with international and regional stakeholders.
- Experienced in public-private partnerships for economic and community development.
- Proven ability in B2B sales and successfully closing deals with key stakeholders.
- Exceptional real-time negotiation skills and adaptability in high-stakes situations.
- Intelligence background with expertise in data analytics and economic mapping for local governments.
- Ability to perform in-depth research and develop strategies for major event changes.
- Expertise in risk assessment and developing mitigation strategies.

Salary : $50,000 - $350,000
