Job Description:
We are seeking a highly experienced Site HSE & Process Safety Manager for our petrochemical manufacturing plant in West Virginia. This role involves overseeing construction safety in the near term and ensuring long-term health, safety, environmental, and process safety performance at the site.
Key Responsibilities: Construction Safety Management:
- Lead safety initiatives across the construction site, ensuring adherence to all protocols and procedures.
- Ensure compliance with OSHA, NFPA, EPA, and other industry standards.
- Conduct risk assessments for high-risk operations such as heavy lifts, hot work, and work at height.
- Oversee heavy lift and hot work safety operations.
- Implement fall protection measures and enforce scaffolding/ladder safety.
- Develop fire safety procedures and oversee emergency response plans.
- Conduct regular safety training sessions and toolbox talks.
- Investigate accidents and near misses, implementing corrective actions.
- Maintain accurate safety records and reports.
Health & Safety Management:
- Align management, workers, contractors, and visitors on HSE compliance.
- Develop, implement, and maintain comprehensive HSE programs.
- Conduct regular audits, inspections, and risk assessments.
- Lead incident investigations and implement corrective/preventive actions.
- Provide safety training and ensure workforce commitment to a safety-conscious culture.
- Ensure timely compliance follow-ups and closure of safety gaps.
Environmental Compliance:
- Ensure compliance with local, state, and federal environmental regulations.
- Monitor and maintain records as per DAQ/Air permits.
- Conduct site environmental audits and implement corrective actions.
- Lead sustainability initiatives to reduce the plant’s environmental impact.
Process Safety Management (PSM):
- Develop and manage the PSM system, starting from commissioning to full operations.
- Conduct risk assessments, HAZOP, and LOPA analysis.
- Manage Emergency Response and Crisis Management Plans.
- Perform process safety audits and oversee incident investigations.
Regulatory Compliance & Reporting:
- Maintain compliance with all HSE & PS regulations.
- Act as the primary contact for regulatory agencies.
- Prepare and submit necessary regulatory reports.
Continuous Improvement & Leadership:
- Drive continuous improvement initiatives in HSE & PS performance.
- Provide leadership and training to site personnel.
- Promote a culture of safety and environmental responsibility.
Qualifications:
- Bachelor’s degree in Chemical Engineering, Environmental Science, Occupational Health & Safety, or a related field.
- Professional certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH) are preferred.
- Minimum 15 years of experience in HSE & Process Safety Management in the chemical or manufacturing industry.
- Strong knowledge of OSHA, EPA, PSM regulations.
- Experience with risk assessment methods (HAZOP, FMEA, LOPA).
- Proven expertise in leading safety programs, audits, and compliance initiatives.
- Excellent leadership, communication, and analytical skills.
- Ability to work under pressure and respond to emergencies.
Working Conditions:
- Site-based position with occasional travel for audits and training.
- Must be available for emergency response and after-hours support when required.
