Summary
Under the direction and authority of the Commissioner’s Court, the County Administrator is responsible for the day-to-day oversight of the Hays County government in support of the county’s strategic plan. The County Administrator coordinates the development and execution of strategic goals, objectives, performance management and sound fiscal management with significant responsibility to proactively identify and resolve problems/issues to ensure ongoing county operations. This individual also provides guidance and coordination to all county departments to ensure that County business is conducted efficiently and cost-effectively. In maintaining a presence in regional and states matters, the County Administrator serves as the liaison between Hays County and other government entities, private sector groups, business and industry leaders and non-profit organizations.
Responsibilities
- Provides supervision and guidance to County department heads to establish short- and long-range goals; assists with organizational planning; and assures effectiveness and efficiency of services provided.
- Performs in accordance with the policies and goals of the Commissioners Court and good management practices.
- Evaluates performance of direct reports, identifies strengths and weaknesses, provides employee development guidance and motivation, and makes recommendations regarding replacements when appropriate.
- Responsible for direct reports work schedules, time-off requests, timesheets and other administrative matters.
- Serves as the point of contact for Commissioners Court-appointed department heads as needed for internal and external issues and provides guidance as necessary on all matters or consults with other professionals to provide appropriate guidance.
- Provides guidance as needed in the development and implementation of formal policies and procedures for the effective and efficient operation of the County and its programs.
- Assists officials and department heads in organizing information, proposed programs, and presentations to the Commissioners Court to assure that such are informative, efficient and in the best interests of the County.
- Act as a liaison for the Court with elected offices to review operations and activities, review and resolve problems, receive advice and direction, and to provide recommendations and facilitate open communication with county leadership, both elected and appointed, regarding county operations, organizational planning, facility planning, and financial planning.
- Under the direction of the Commissioners Court, collaborates with the Budget Office to develop and recommend a budget program that includes both long-range capital budgeting, debt issuance and repayment, grant funding and annual operating capital budgets.
- Advises the Commissioners Court on the County's capital improvement projects, operating and staffing conditions, expenditures, budgetary and fiscal controls and related concerns.
- Reviews and prepares correspondence and reports.
- Reviews Commissioners Court agenda for adequate information and backup.
- Attends meetings of the Commissioners Court and other entities.
- Prepares correspondence for the Commissioners Court, ensures all parties are notified and advised of relevant issues, directives, decisions, requests, etc.
- Researches and assists in writing and developing programs and operating procedures to efficiently meet County demands, Federal and State laws/regulations.
- Keeps the Commissioners Court informed of Federal and State laws and regulations which affect Department Heads and the County.
- Assists the Commissioners Court and Counsel in representing the county in contract negotiations and review, land acquisitions, bond issues, and other related matters.
- Maintains positive relationships and open communication with the Commissioners Court, media, government agencies, cities, other counties, and the general public.
- Serves on boards of agencies and nonprofits as appointed and fills in for the County Judge or Commissioners at such functions when requested.
- Acts as coordinator for various projects as assigned by the Commissioners Court including compliance with laws and standards, major construction, policy review/revision, grants, strategic planning, creation of new partnerships, funding for issues of concern, and other related topics.
- Performs all other related duties as assigned or required.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in public administration, Business Administration, or a closely related field and ten (10) years of county government executive administration experience, including six (6) years of executive level management experience; OR an equivalent combination of education and experience.
- Comprehensive knowledge of public administration and public finance principles and
methods; organizational principles and relationships; principles of strategic planning; Texas public finance laws. regulations, and practices; conflict resolution techniques; principles and practices of supervision and employee development and management practices.
- Considerable knowledge of strategic planning, public sector administration, resource management and inventory control, policy development and implementation, and public sector budget development, administration, and accountability.
PREFERRED QUALIFICATIONS
- Master’s degree in public administration or business administration.
- Prior executive administrative experience in Texas county government.
