Job Summary
Manages and administers all functions of a comprehensive and complex Justice of the Peace court system, including but not limited to management of department employees, supervision of programs and operations, strategic planning, development and implementation of policies, procedures and programs to accomplish goals and objectives of the department. Manages operations in accordance with State and Federal laws, regulations, policies and procedures. Represents the court system of the Justice of the Peace in an official capacity, providing programmatic, fiscal, budgetary, statistical or operational information. Directs administrative functions including budgeting, human resources, purchasing, security and information technology systems, resource and strategic planning, facilities and records management. Manages a subordinate group of professionals through supervisory and lead staff.
Distinguishing Characteristics

This classification is distinguished in that it is unique to the Justice of the Peace offices and is characterized by administrative management duties and positions that are responsible for the most complex and involved administrative operations functions and duties are primarily managerial, financial, and administrative in nature.
Duties and Responsibilities
- Manages, plans, organizes, monitors, evaluates and implements strategic goals, operational measures, business processes, policies and procedures, and program effectiveness for Civil, Criminal and administrative functions of the Justice Courts. Administers departmental planning and policymaking; consults with Judges and staff to develop and implement organizational and structural changes and allocation of resources to meet customer service demands and ensure delivery systems are in compliance with applicable Local, County, State and Federal laws, rules, regulations and statutes. Researches, monitors and evaluates changes in applicable laws, regulations and directives that impact the department. Ensures compliance with reporting requirements and legislative mandates.
- Responsible for planning, developing, evaluating and implementing business processes, policies and procedures supporting division automation systems; including research, analysis, development, testing and data verification of current and proposed systems, review of technical court and financial specifications, and examination of inter / intra departmental business processes and special projects related to court specific operational functions. Works closely with state, county and municipal offices to develop plans, strategies, goals and system requirements for an integrated automated criminal justice and public information system. Assists in the development and implementation of comprehensive strategic plans for overall department. Manages and directs training programs and develops strategies to address departmental needs.
- Directs division supervisors and other staff including hiring, training, recruitment, retention, performance evaluations, disciplinary actions and dismissals, classification and compensation and other human resources policies and practices; ensures office administrative and court operations are lawful and consistent with budgeted goals and objectives. Plans, assigns and monitors department workload through division supervisors and others. Develops and evaluates measures and training practices to improve performance and increase learning and educational opportunities for supervisors and other staff. Provides high-level technical advice, policy interpretation and guidance for application of appropriate procedures to supervisors and other staff. Manages all departmental human resources functions and serves as Human Resources Liaison.
- Provides management support to Elected Official and administrative oversight of the department. Performs high-level legal and technical analyses, complex financial and budgetary analyses and makes related recommendations. Collects, analyzes, researches, documents, audits financial data and prepares financial documents and reports. Prepares annual budget and develops and implements department's accounting and fiscal oversight systems to monitor and safeguard budget, revenues and purchases. Establishes internal controls for budget, forecasts budgetary needs and service revenue. Prepares, compiles, receives and evaluates a variety of comprehensive fiscal, administrative and statistical reports and interprets findings.
- Represents the department in coordinating activities with various law enforcement and government agencies, advocacy groups, local, regional and statewide committees and the general public. Coordinates with agencies providing similar services to deliver and enhance service needs. Performs the most complex administrative tasks within the department : purchasing, administration of departmental security and information technology systems, facilities and records management. Serves as spokesperson for Elected Official as required; provides information and advice concerning specialized technical services, difficult and sensitive issues and problems, public and media inquiries and complaints.

Physical requirements include the ability to lift / carry up to 20-25 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client / customer contact, squatting to perform the essential functions.

Insurance
Employees may select from four plans : an Exclusive Physician Organization (EPO), Choice Plus Preferred Physician Organization (PPO), Consumer Choice or a High Deductible Health Plan (HDHP) with a Health Savings Account (HSA). All four options include a Pharmacy Plan. Travis County's current policy is to pay 100% of the employee's health insurance premium for the Consumer Choice and HDHP. Employees will pay a premium for both the EPO and PPO. Other insurance benefits include $50,000 Basic Life and AD&D paid by the County.

Longevity
Longevity pay is paid for each year completed after three years of continuous service. Peace Officers in a law enforcement activity, whose job requires state peace officer certification, receive pay after one year of certification.
On the regular payday on or after the employee's fourth and subsequent adjusted service dates, he or she receives a single payment for the previous year.
Parking
A limited number of assigned parking spaces are available to employees in the Courthouse Complex.
Personal Holidays
Regular, full-time employees are eligible for up to three paid personal holidays each calendar year. Part-time employees shall be granted personal holidays on a prorated basis. New employees earn personal holidays for the calendar year in which he / she begins employment, based on the month in which employment begins :

Retirement
Travis County is a member of the Texas County & District Retirement System with mandatory participation by certain classes of employees. Seven percent (7%) of the gross salary is deducted each pay period. An employee is fully vested after eight years of service. Benefits are prorated for part-time employees.
Sick Leave
Regular employees earn sick leave at a rate of eight hours per month with unlimited accrual during employment. Part-time employees earn sick leave on a pro-rated basis.
Parental Leave
Each Full-time Paid Parental Leave Eligible (PPL) Employee is entitled to a total of 320 hours of Paid Parental Leave in a 12 month period. Paid Parental Leave for Part-time PPL Eligible Employees is prorated based on the number of hours that they are regularly scheduled to work.
Tuition Refund
Certain classes of full-time employees may receive reimbursement for fees associated with pre-approved, job related course work completed satisfactorily.
Vacation
Based on years of county service, regular, full-time employees earn vacation time at the following rates :
