Job Role Summary
Responsible for organizing and providing evaluation support to MCPHD and to collaborating organizations.
Essential Duties
- Coordinate and provide technical support in the development of plans, guides, and protocols, as part of the strategy to institutionalize equity in health and the workforce at MCPHD.
- Coordinate the collection, compilation, and analysis of data between MCPHD, epidemiology, and program directors for use in program development and reporting purposes.
- Create and execute annual evaluation plans, in collaboration with the Workforce Director and Epidemiologist, to inform and engage program staff and diverse stakeholders. This can include:
- Manage and upgrade current databases in use.
- Conduct routine analysis of program processes and outcome data.
- Conduct key informant interviews with program staff and partners to identify topics for success stories, program strengths and limitations, and other essential information related to MCPHD activities and evaluation.
- Assess and review processes to determine program and intervention effectiveness related to outcomes, and work with Workforce Director to implement improvements.
- Design and execute the evaluation components of a program area utilizing evaluation findings to assist in the development of strategies, goals, and objectives that are consistent with MCPHD’s mission and aligned with other MCPHD programs.
- Use program evaluation tools to identify obstacles in the public health workforce and recommend evidence based preventive actions to address these obstacles.
- Create and maintain database to track program implementation progress and report activity status Workforce Director.
- Evaluate MCPHD programs for the purpose of accreditation and effectiveness.
- Identify benchmarks for closing gaps for population groups experiencing health disparities to improving health equity in programs.
- Supports the implementation of evaluation activities, including interviews and focus groups, pre/post test of program interventions, qualitative and quantitative data analysis, and evaluation reporting.
Associated Job Duties
- Establish data sharing agreements with external organizations.
- Direct supervision responsibilities.
- Attend and participate in national meetings and conferences as needed.
- Present evaluation work at a professional conference or submit a manuscript for publication in a relevant academic journal.
Other Duties and Responsibilities:
- Participate in public health emergency preparedness exercises and in the response to public health emergencies as directed.
- Participate in continuing education activities related to evaluation and health equity and implement new skills in evaluation activities.
- Participates in a minimum of two H.O.P.E. events totaling a minimum of eight (8) hours annually.
- Other duties as assigned.
Qualifications
- Master’s degree or higher in public health or related discipline. Knowledge of Epidemiology preferred.
- Minimum ten years’ experience with data analysis and data management.
- Experience with program evaluation of diverse populations.
- Experience with public health program evaluation and methodologies, computerized data analysis, and data management
- Intermediate to advanced Microsoft Office proficiency with experience in qualitative data tools such as SAS, Envivo, etc.
- Valid driver’s license

- Commitment to ensuring that evaluation activities are done in a culturally competent manner.
- Ability to work as part of an interdisciplinary team.
- Ability to understand the context of a program and how it affects program planning, implementation, outcomes, and even the evaluation.
- Ability to gather data using qualitative and quantitative approaches such as interviews, group processes, participant observation, surveys, electronic data files, or other methods.
Working Environment
- This position works at a personal computer up to 90% of the workday in an open office environment with noise, distractions, and interruptions.
- Required to be self-directed with the ability to think proactively, function independently, and manage multiple and often competing priorities.
